THE ENVIRONMENTAL MANAGEMENT AND CO-ORDINATION ACT
(No. 8 of 1999)
REGULATION
PURSUANT to regulation 21 of the Environmental Management
and Co-ordination (Impact Assessment and Audit) Regulations, 2003,
the National Environment Management Authority (NEMA) has
received an Environmental Impact Assessment Study Report for the
above proposed project.
The proponent, Sycamore Pine Limited proposes to construct a
twenty eight (28) blocks, six 2-bedroom units, nineteen 3-bedroom,
one commercial block, one block housing, a parking silo, a nursery
school and other auxiliary facilities at Samara Estate Affordable
Housing Development on unit No. CCOI, situated on L.R. No. 29059
in Kiambu County. A total of one thousand nine and fifty-nine (1959)
residential units.
The following are the anticipated impacts and proposed mitigation
measures:

Air pollution • Screening of the construction site to contain and
arrest construction-related dust.
• Dust suppression with water-sprays during the
construction phase on dusty areas.
• Exposed stockpiles of e.g. sand, shall be
covered and watered daily.
• Regular and prompt maintenance of
construction machinery and equipment to
minimize generation of of hazardous emissions.
Increased water • Use water bowsers and tankers from external
demand sources during construction.
• Encourage re-use of water where possible
during construction and operation phase.
• Provide alternative sources of water (borehole)
and adequate storage facilities.
Storm water • Proper installation of drainage structures.

• Install cascades/barriers to break the speed of
water flowing in the drains.
• Ensure efficiency of drainage structures through
proper design and maintenance.

Noise

Vegetation loss • Design and implement an appropriate
landscaping and tree planting program to help
in re-vegetation.
• Introduction and maintenance of vegetation
(trees, shrubs and grass) on open spaces and
around the site.
• Planting and grassing should be done just
before the rains or irrigated on dry spells.
Increased solid • Proper disposal of construction waste in
and liquid waste designated and approved sites by the Kiambu
County Government.
• Provision of waste management facilities such
waste bins on designated areas.
• Engage the services of NEMA registered waste
collectors to dispose the waste at designated
areas.
• Use of an integrated solid waste management
system through a hierarchy of options: source
reduction, recycling, composting and reuse.
• Channel all effluent to the Effluent Treatment
Plant (ETP) on site
Fire outbreaks • Install firefighting equipment and inspect them
regularly.
• Provide fire assembly points to account for the
occurrence.
• Provide emergency numbers at strategic points
for the Kiambu County fire brigade.
• Adapt effective emergency response plan and
sensitize the workforce on the same.
Insecurity
• Engage services of registered security guards
and security gadgets/equipment.
• Control of entry and exit to and from the
facility.
• Place emergency hotline numbers on strategic
places.

The National Environment Management Authority invites
members of the public to submit oral or written comments within
thirty (30) days from the date of publication of this notice to the
Director-General, NEMA, to assist the Authority in the decision
making process regarding this plan.
