IT IS notified for general information that the Cabinet Secretary for Sports, Culture and Heritage has appointed the Organising Committee and Steering Committee for the World Athletics Under Twenty Championships Nairobi 2021. The Chairperson of the Organising Committee shall chair the meetings of the committee and in his absence, the Vice-Chairperson shall chair and in the absence of both, the members present shall elect a member of the committee to chair the meeting. The mandate of the Steering Committee shall be— (a) to ensure conformity with the best high level organizational standards for hosting the World Athletics Under Twenty Championships Nairobi 2021; and (b) provide policy guidance to the Organising Committee. The tenure of the members of the Steering Committee shall be from the 1st September, 2020 to the 22nd November, 2021. The tenure of the members of the Organising Committee specified in paragraph 2 (a) to (p) shall be from the 1st September, 2020 to the 22nd November, 2021. The tenure of the members of the Organising Committee specified in paragraph 2(q) to (xx) shall be from the 1st April, 2021 to the 22nd September, 2021. The offices of the Organising Committee shall be situated at Sports Kenya at Moi International Sports Centre, Kasarani. The Organising Committee shall be responsible for the organisation and co-ordination of all the activities relating to the World Athletics Under Twenty Championships Nairobi 2021. The Chief Executive Officer of the Organising Committee shall be responsible for managing and coordinating all the activities of the Organising Committee and shall be responsible for— (a) supervising and co-ordinating the day-to-day operations of the Organising Committee; (b) preparing the reports of the Organising Committee and Steering Committee; (c) disseminating information from the Organising Committee and Steering Committee; (d) preparing the budget and accounts of the Organising Committee and Steering Committee in consultation with the respective chairpersons of the Organising Committee and Steering Committee under the guidance from the Principal Secretary, State Department of Sports; (e) setting up the championships’ administration centre; (f) co-ordinating the functions set out in paragraph 11; (g) forwarding to the Principal Secretary the Ministry of Sports, Culture and Heritage at least once every two months a report on the expenditure of the committee for onward submission to the Cabinet Secretary; and (h) performing such other functions as may be assigned from time to time by the Steering Committee. Upon the completion of World Athletics Under Twenty Championships Nairobi 2021, the Organising Committee shall— (a) compile and submit a report and audited accounts of the Championships to the Cabinet Secretary of the Ministry of Sports, Culture and Heritage within three months after the conclusion of the event; (b) compile and submit a report and audited accounts of the Championships to World Athletics within three months after the conclusion of the event; and (c) surrender all assets, including any credit balance in the bank account and movable assets to the Principal Secretary, State Department for Sports. The activities of the Organising Committee and the Steering Committee shall be funded through the Ministry of Sports, Culture and Heritage. Dated the 28th January, 2021.
