THE ENVIRONMENTAL MANAGEMENT AND CO-ORDINATION ACT
(No. 8 of 1999)
REGULATION
PURSUANT to regulation 21 of the Environmental Management
and Co-ordination (Impact Assessment and Audit) Regulations, 2003,
the National Environment Management Authority (NEMA) has
received an Environmental Impact Assessment Study Report for the
above proposed project.
The proponent, Mashujaa Cement PLC proposes to construct a
cement grinding plant, comprising of the cement grinding area, a raw
material area, store, parking, security area, electrical control room,
shed for park material, office building and associated amenities on
25th June, 2021 THE KENYA GAZETTE
L.R. No. 7885/17, 18, 19 and 20 at Mathatani, Mavoko Sub-county in
Machakos County.
The following are the anticipated impacts and proposed mitigation
measures:
Possible Impacts Mitigation Measures
Noise pollution
• Choosing quieter machinery provided with
efficient silencers.
• Use of Vertical Roller mill technology.
• Confining noise by isolating the source.
• Using the equipment having low noise
emissions.
• Use equipment which is properly fitted
with noise reduction devices.
• Restrict the operation during the night.
• Supply appropriate personal noise
protection gear to construction workers.
Dust/ air quality
• Particulate emission in bulk is not
encountered in grinding unit.
• Use of Vertical Roller Mill technology.
• Fabric filters based on the most modern
technology are proposed to be installed to
ensure that the dust emissions are within
the prescribed limits and lower than
25mg/Nm3, which is compatible to the best
international standards.
• Use of air–conditioned, closed cabins.
• Dust extraction and recycling systems.
• Dust and any other material which
generate dust will be cleaned up and
removed immediately.
• Damping on intervals.
• Covering stored raw material.
Solid waste
management and
disposal
• Traditionally the proposed operation of
the plant is very efficient and does not
generate/produce solid waste.
• Recycle and reuse.
• Segregate for appropriate disposal.
• Process and technological improvement to
minimize waste generations.
• Material substitution.
• Waste disposal as provided for in the
Environmental Management and Co-
ordination (Waste Management)
Regulations, 2006.
• Provide appropriate waste handling
receptacles.
• Safe disposal of electronic waste.
Storm water
• Storm water will be separated from
process and sanitary wastewater streams.
• Minimize runoff.
• Runoff will be minimized and the peak
discharge rate be reduced.
• Use of Oil water separators and grease
traps.
Effluent treatment
and waste
management
• No effluent produced.
Waste water
disposal/water
pollution
• No water pollution.
Possible Impacts Mitigation Measures
• Water used for cooling purposes.
Conflict • Replanting grass, flowers and overall
landscaping on exposed areas.
• Build temporary drainage channels.
Transportation/traffic • Eliminate dust generation.

• Observance of traffic guidelines.
Sulphur (Sox) gases • Fuel substitution (lower total sulfur).
• Flue gas desulphurization (FGD).

Nox emissions • Low NOx burner.
• Ultimate continuous combustion

CO emission • UC3-ultimate cell continuous combustion
technology.
• Good combustion practice, excess air

technology.
• Suitable green belt development and
production of cement.
• Improved thermal efficiency.

The National Environment Management Authority invites
members of the public to submit oral or written comments within
thirty (30) days from the date of publication of this notice to the
Director-General, NEMA, to assist the Authority in the decision
making process regarding this plan.
