THE WILDLIFE CONSERVATION AND MANAGEMENT ACT
(No. 47 of 2013)
SETTLEMENT
IN EXERCISE of the powers conferred by section 44(3) of the
Wildlife Conservation and Management Act, 2013, the Cabinet
Secretary for Tourism and Wildlife gazettes the Plan in the Schedule
hereto.
SCHEDULE
The Mara Naboisho Conservancy Management Plan (hereinafter
referred to as "the Plan") defines the principles and strategies that
stakeholders of Mara Naboisho Conservancy have designed to address
natural resource management, tourism development, community
engagement and livelihoods, livestock management and conservancy
operations.
The Plan emphasizes that all activities within the Mara Naboisho
Conservancy shall be in accordance with the Plan and the Wildlife
Conservation and Management Act, 2013.
The Plan is a dynamic document that shall be subject to periodic
reviews, depending on emerging issues and new knowledge.
The Plan addresses threats to Mara Naboisho Conservancy's
values through the following management intervention measures —
(a) implementing the Zoning scheme outlined in the Plan; and
(b) implementing management actions under the five
management programmes.
The Plan's zoning scheme and management programmes are
outlined in the following sections:
1. ZONING SCHEME
The Mara Naboisho Conservancy's zoning scheme seeks to
regulate the use of resources for sustainable development and
integrated land use. To achieve this Mara Naboisho Conservancy has
been divided into five zones (Community settlement; Livestock
Grazing; Core Conservation; Special Habitat and Tourism Facility).
2. MANAGEMENT PROGRAMMES
The Plan has five management programmes (Natural Resources
Management; Tourism Development and Management; Community
Engagement and Livelihoods; Livestock Management and
Conservancy Operations). Each management programme contains
management objectives that set out the future desired state that the
Plan implementers aim to achieve and a set of specific management
actions to achieve these objectives.
2.1 NATURAL RESOURCE MANAGEMENT PROGRAMME
The program's main objective is to maintain, enhance and restore
the conservancy's integrity, health, biological diversity and habitat
quality for the benefit of its native wildlife populations.
2.2 TOURISM DEVELOPMENT PROGRAMME
The main aim of developing tourism is to establish the
conservancy as a leading model of a high value and low impact eco-
tourism destination.
2.3 COMMUNITY ENGAGEMENT AND LIVELIHOODS
PROGRAMME
To win the support of the community the conservancy shall
provide tangible benefits from wildlife conservation through leases
and employment.
2.4 LIVESTOCK MANAGEMENT PROGRAMME
The main aim of the livestock management programme is to
sustainably harness the grazing potential of the conservancy to
generate income for the management and landowners.
2.5 CONSERVANCY OPERATIONS PROGRAMME
The programs's aim is to build sufficient operational and
infrastructural capacity to manage the conservancy with excellence.
