the 29th March, 2021, appointed a Taskforce on Review of Power Purchase Agreements (hereinafter the “Presidential Taskforce”); Whereas, the Presidential Taskforce was part of the Government’s policy responses to high electricity prices that constrained economic activity and limited Kenya’s growth into a globally competitive, industrialized, middle income, and prosperous country; Whereas, the Presidential Taskforce submitted its Report to His Excellency the President on the 29th September, 2021; Whereas, on receipt of the Report, and after due consideration of its contents, His Excellency the President welcomed the recommendations of the Presidential Taskforce that establish a path towards the reduction of the cost of electricity; and Whereas, in affirmation of the seminal proposals to resolve a decades-long problem, His Excellency the President directed that the recommendations of the Presidential Taskforce be implemented on a priority basis; NOW therefore, it is notified for the general information of the public that His Excellency Hon. Uhuru Kenyatta, President and Commander-in-Chief of the Kenya Defence Forces, has appointed the Steering Committee on the Implementation of the Report of the Presidential Taskforce on Review of Power Purchase Agreements, which shall comprise of: Chairperson: John Ngumi Members: Nzioka S. Waita Gordon O. Kihalangwa, Maj. Gen. (Rtd.) Kennedy Ogeto Anne Eriksson Aaron Ringera, J. (Rtd.) James Mcfie (Dr.) Mohammed Nyaoga Elizabeth Muli (Dr.) Stanley Kamau (Eng.) Wanjiku Wakogi James Mwangi (Eng.) Yida Kemoli Caroline Kittony (Dr.) Sachen Gudka Elizabeth Rogo (Eng.) John Mutua (Dr.) Joint Secretaries: Jasper Mbiuki Lillian Abishai Anne Ikenye Elsie Mworia 1. The Terms of Reference of the Steering Committee shall be to: (a) oversee, co-ordinate, and monitor the implementation of the Recommendations of the Presidential Taskforce; (b) provide advisory and technical support during the implementation of the recommendations of the Presidential Taskforce; (c) prepare progress reports for presentation to His Excellency the President, through the Cabinet Sub-Committee on KPLC; and (d) perform any other task ancillary to its terms of reference as may be directed by the Cabinet Sub-Committee on KPLC. 2. In the discharge of its functions, the Steering Committee may: (a) regulate its own procedure; (b) form such technical committees and working groups as may be required in furtherance of its terms of reference; and (c) hold such number of meetings in such places and at such times as may be necessary for the proper discharge of its functions. 3. The Steering Committee may co-opt any other person as may be necessary to assist it in the achievement of the terms of reference. 4. The Steering Committee shall submit its first Progress Report to His Excellency the President on or before the 5th December, 2021. 5. The term of the Steering Committee shall be six months.
