THE STATUTORY INSTRUMENTS ACT

ACT
IT IS notified for the general information of the public that
pursuant to section 8 (1) of the Statutory Instruments Act, the Cabinet
Secretary for Tourism and Wildlife has prepared a regulatory impact
statement on the impacts and likely impacts of the proposed Wildlife
Conservation and Management (Access and Conservation) (Fees)
Regulations, 2025, on stakeholders, the public and other persons likely
to be affected by the proposed Regulations.
The proposed Regulations have been developed pursuant to section
116(1) and (2) (b) of the Wildlife Conservation and Management Act
(Cap. 376) and the main objective of the Regulations is to provide for
the access and conservation fees payable when entering national parks,
national reserves, national marine parks, national marine reserves and
national sanctuaries.
Specifically, the Regulations seek to:
(a) support the growth of wildlife populations;
(b) promote co-existence between humans and wildlife;
(c) enhance resilient ecosystems with rich biodiversity;
(d) strengthen community and stakeholder participation;
(e) promote access and benefit sharing;
(f) enhance the wildlife economy; and
(g) support a high performing organization.
Any person likely to be affected by the proposed Regulations may
submit a written memorandum on the proposed Regulations within
fourteen (14) days from the date of this notice.

The proposed Regulations and regulatory impact statement may eb
accessed free of charge on the Ministry website (www.tourism.go.ke),
the Kenya Wildlife Service website (www.kws.go.ke) and at all the
offices of the national parks, national reserves, national marine parks,
national marine reserves and national sanctuaries managed by the
Kenya Wildlife Service countrywide.
