WHEREAS Article 43 (1) (a) of the Constitution of Kenya guarantees every person the right to the highest attainable standard of health, which includes the right to healthcare services; AND WHEREAS the County Government of Mombasa recognizes that the realization of universal access to quality healthcare requires sustained investment in medical infrastructure, equipment, and research; AND WHEREAS the County Integrated Development Plan (CIDP) 2023–2027 and the Annual Development Plan (ADP) underscore the County’s strategic priority to strengthen healthcare systems, enhance research and innovation, and leverage partnerships for health sector development; NOW THEREFORE, I, Abdullswammad Sheriff Nassir, Governor of Mombasa County, by the powers conferred upon me under Article 179 of the Constitution, section 30 (2) (a) of the County Governments Act, 2012, and all enabling provisions of law, do hereby order as follows: 1. Establishment There is established a Taskforce to be known as the Mombasa County Health Resource Mobilization Taskforce (hereinafter referred to as “the Taskforce”). 2. Mandate The mandate of the Taskforce shall be to— (a) Identify, engage, and mobilize financial and technical resources from development partners, donor agencies, philanthropic organizations, and the private sector for capital expenditure focused primarily on medical equipment and health infrastructure; (b) Develop a comprehensive Health Resource Mobilization Strategy aligned to the County’s and the national government’s health sector priorities; (c) Explore the feasibility and investment framework for establishing a Medical City in Mombasa, integrating healthcare delivery, research, training, and innovation; (d) Facilitate partnerships between the County Government and research institutions, universities, international development agencies, and global health organizations; (e) Recommend sustainable financing mechanisms for equipping health facilities, supporting research and innovation, and attracting medical investment to Mombasa; and (f) Submit quarterly progress reports and a final report to the Governor within the stipulated term. 3. Composition The Taskforce shall comprise the following members: Professor Marleen Temmerman – Chairperson, Members: Katra Abdi (Ms.), Wawira Njiru (Ms.), Alex Oketch (Dr.), Hamza Taher, Winnie Kerubo (Ms.), Representative, Mombasa Investment Corporation – Member and Secretariat. 4. Secretariat and Support The Mombasa Investment Corporation (MIC) shall provide Secretarial services and shall facilitate the operations of the Taskforce, including logistical, administrative, and technical support necessary for the execution of its mandate. 5. Duration The Taskforce shall serve for a period of twelve (12) months from the date of this Executive Order, unless otherwise extended by the Governor. 6. Reporting The Taskforce shall report directly to the Governor, and shall submit quarterly progress reports and a final report with actionable recommendations. 7.
