THE ENVIRONMENTAL MANAGEMENT AND CO-ORDINATION ACT
(Cap. 387)
ACT
PURSUANT to Section 59 of the Environmental Management and
Coordination Act, the National Environment Management Authority
(NEMA) has received an Environmental Impact Assessment Study
Report for the above proposed project.
The proponent, Vivo Energy Kenya, proposes to decommission 2
old above- ground LPG tanks with a total capacity of 515 Metric
Tonnes (MT) and replace them by installing 4 new above-ground
bullet tanks of 400MT total capacity. The tanks are to be connected
through pipes to the existing Vivo Energy Kenya terminal at the LPG
tank farm area on Plot Title No. Mombasa/Block 1/78 in Shimanzi,
Mombasa County.
The following are the anticipated impacts and proposed mitigation
measures:
Impacts Mitigation measures
Solid waste generation • Waste minimization, segregation, and
recycling should be prioritized.
• Metallic waste will be collected for
recycling,
• Packaging materials will be separated
and sent to appropriate recovery
facilities,
• Surplus inert materials will be reused
on-site as fill material where technically
feasible.
• All non-recyclable waste will be
disposed of by licensed transporters at
licensed waste facilities.
Health and safety of
workers
• Mandate detailed risk assessments for
each operation,
• Strict adherence to a Permit-to-Work
system (especially for hot work and
confined space entry),
• Health and safety trainings for the
workers before commencing works,
• Enhanced levels of supervision by
certified safety officers.
• PPE provision to the workers and
• safety signages to be put in place.
Traffic impacts • All oversized tanker deliveries will be
strictly scheduled during off-peak hours
(2200 Hrs to 0500 Hrs) to avoid

interference with peak commercial and
port- related traffic.
• Close coordination with the Kenya Ports
Authority and local traffic police, and the
use of advance warning signs and
marshals to ensure safe movement.
• Coordinate with neighbouring facilities.
• Route reinforcement and pre-move
inspection.
• Use of directional lighting only where
needed.
Accidental LPG
leakage
• Inherent Safety Design by use of new
tanks built to the highest international
standards, with integrated secondary
containment bunds.
• Preventive Systems including
regular integrity inspections,
preventive maintenance schedules, and
corrosion protection.
• Installation of gas detection alarms at
strategic points, automated emergency
shutdown (ESD) systems, and isolation
valves.
• Rigorous testing of the detailed
Emergency Response Plan,
coordination with neighbouring
industries and county fire services, and
comprehensive staff training.
• Workers will be trained in gas
handling, emergency response, and
leak containment.
Fire and explosion risks • Rigorous inspection regimes and
corrosion protection.
• Strict control of ignition sources.
• Installation of fixed water deluge
suppression systems for firefighting and
tank cooling, along with passive fire
protection.
• Regular drilling of the detailed On-Site
Emergency Plan, fully integrated with the
off-site response capabilities of the
county fire service and neighbouring
industries.
• Ensuring the availability of fire
extinguishers, fire hydrants, fire water
tank at full capacity and other necessary
firefighting tools.
• Schedule training sessions of the
emergency response team to enhance
emergency preparedness.
• Established dedicated fire exits, a
strategically located fire assembly point
for safe.
• Evacuation and emergency numbers at
strategic points are already in place.

The National Environmental Management Authority, invites
