IN EXERCISE of the powers conferred by section 8 (2) of the Urban Areas and Cities Act, 2011 and section 4 (3) of the Kakamega County Urban Areas Management Act, 2017, the Governor of Kakamega County establishes an Ad-Hoc Committee for Conferment of Municipality Status on Mumias Town, comprised as follows— Laban Ayiro (Prof.)—(Chairperson) Members Patrick Lukoko Stephen Chune Fredrick Mwilitsa Pamela Adamba Maurice M. Lishenga Hellen Wafula Kamwele (Dr.) Robai Musimbi Angule John Odwako Messo Raude Juliet Rita Elvira Wilunda Atamba Joint Secretaries Violet Ofisi Moses Sande Terms of Reference (a) Identify the population of the town as per the final gazette results of the last population census. (b) Identify the existence of an integrated development plan. (c) Demonstrate the potential of the town to collection revenue to sustain its operations. (d) Demonstrate capacity of the town to effectively and efficiently deliver essential services to its residents. (e) Demonstrate the town's institutionalized active participation by its residents in management of its affairs. (f) Confirfn availability of sufficient space for expansion of the town. 28th December, 201$ THE KENYA GAZE11E (g) Demonstrated availability of infrastructural facilities in the town, including street lighting, markets and fire stations. (h) Demonstrate the town's capacity for functional and effective waste disposal. (i) Ascertain clear boundaries for the town; and Make final recommendations on whether the town should be conferred with municipality status.
