THE CONTROLLER OF BUDGET ACT
(No. 26 of 2016)
APPOINTMENT
IN EXERCISE of the powers conferred by section 4 (2) of the
Controller of Budget Act, 2016, the Public Service Commission
declares a vacancy in the position of Controller of Budget and invites
applications from suitably qualified persons for the position of
Controller of Budget.
The applications shall be forwarded to the Public Service
Commission pursuant to section 4 (3) of the Act, within fourteen (14)
days of this Notice.
The functions of the Controller of Budget are as stipulated in
Article 228 of the Constitution and section 5 of the Controller of
Budget Act.
(a) Qualification for Appointment as Controller of Budget
A person shall be qualified for appointment as the Controller of
Budget under section 3 of the Act, if that person—
(i) is a citizen of Kenya;
(ii) has extensive knowledge of public finance or at least ten
(10) years’ experience in auditing public finance
management;
(iii) holds a degree in finance, accounting or economics from a
university recognized in Kenya; and
(iv) meets the requirements of Chapter Six of the Constitution.
(b) Disqualification for Appointment as the Controller of Budget
A person shall not be qualified for appointment as the Controller of
Budget if that person—
(i) is a Member of Parliament;
(ii) is a member of a County Assembly;
(iii) has not met his or her tax obligations;
(iv) has been removed from office for contravening the
Constitution or any other written law; or
(v) is an undischarged bankrupt.
(c) Terms of Service
The Controller of Budget shall hold office for a period of eight (8)
years and shall not be eligible for re-appointment.
(d) How to Apply
(i) Applicants may submit manual (hard copy) or electronic
(online) applications.
(ii) All applications should be submitted together with detailed
curriculum vitae, a copy of ID/Passport, copies of academic
certificates, testimonials and any other relevant supporting
documents.
(iii) Manual applications should be submitted in a sealed
envelope clearly marked: “Application for the Post of
Controller of Budget” and hand-delivered to:

Nairobi.
(iv) Online applications may be submitted via email to
controllerofbudget@publicservice.go.ke
Note:
1. The names of all applicants shall be published in the Kenya
Gazette and on the Commission’s website.
2. Shortlisted candidates shall be required to obtain clearance
from the following bodies:
(i) Kenya Revenue Authority;
(ii) Ethics and Anti-Corruption Commission;
(iii) Higher Education Loans Board;
(iv) Any of the Registered Credit Reference Bureaus; and
(v) Directorate of Criminal Investigations (Police Clearance
Certificate).
3. Shortlisted candidates shall also be required to present
recommendations from relevant professional bodies (where applicable)
during interviews.
All applications should be received on or before on 9th September,
2019 by 5.00 p.m. (East African Time).
