The Terms of Reference of the Taskforce shall be: (a) Undertake a comprehensive analysis in the country to identify vulnerable persons in need of relief assistance. The Terms of Reference of the Taskforce shall be: (a) Undertake a comprehensive analysis in the country to identify vulnerable persons in need of relief assistance. (b) Identify agencies, actors and partners currently involved in provision of relief assistance and their mode of operation. (c) Examine existing laws, policies, regulations and guidelines on social protection and in particular those related to the provision of relief assistance, and identify any existing gaps. (d) Map out the existing systems of cash transfer and establish how they could be linked to the proposed digitalization of relief food assistance. (e) Harmonize various relief intervention programmes to create a common platform. (f) Review existing systems for monitoring shocks that affect the vulnerable in the society. (g) Assess existing financial providers and determine the most appropriate for provision of relief assistance. (h) Design a suitable digital platform for provision of relief assistance. (i) Undertake a review of existing structures for co-ordination of relief programmes at the county level and their linkages with the National government structures. (j) Review existing regulatory and institutional legal framework for co-ordination of relief assistance. 2. The Joint Secretaries of the Taskforce shall: (a) Be responsible for the official communication of the Taskforce. (b) Keep custody of all records and documents generated within the lifetime of the Taskforce. (c) Co-ordinate all operational activities of the Taskforce. 3. In the performance of its functions, the Taskforce shall: (a) Regulate its own procedures. (b) Form technical/working groups as may be necessary. (c) Co-ordinate an all-inclusive stakeholders consultative process at all levels. (d) Identify and co-opt technical experts or any other necessary resource persons provided that the co-opt members do not exceed one-third of the membership of the Taskforce (e) With the approval of the Principal Secretary in the State Department for Devolution, engage the services of such consultants as may be necessary for the performance of its mandate. (f) Call for any relevant documents and information in the possession, custody or control of any relevant institution or person. (g) Solicit, receive and consider views of the members of the public and interested groups in promoting public participation for the achievement of the objectives set out in paragraph 1 above. 4. The term of the Taskforce shall be thirty (30) days from the date of the publication of this notice. 5. The costs incurred by the Taskforce, Joint Secretaries and the Secretariat shall be defrayed from the voted funds of the Ministry or development partners. 6. The Taskforce shall make periodic reports to the Cabinet Secretary and will submit its final comprehensive report at the end of its tenure as provided under paragraph 4 above 7. On request of the Taskforce and before the expiry of the period provided under paragraph 4, the Cabinet secretary may extend the tenure of the Taskforce but such extension shall not exceed thirty (30) days 8. The Secretariat of the Taskforce shall be based at the Headquarters of the State Department for Devolution. Dated the 1st October, 2019.
