THE OFFICE OF GOVERNOR COMMITTEE REPORT SEPTEMBER, 2022 INTRODUCTION The County Government of Laikipia was established pursuant to Article 174 of the Constitution
ESTABLISHMENT
pursuant to
Article 174 of the Constitution of Kenya, 2010. It is located within the
Rift Valley region and its headquarters is located at Rumuruti. It
borders Samburu County to the North, Isiolo County to the North East,
Meru County to the East, Nyeri County to the South East, Nyandarua
County to the South, Nakuru County to the South
West and Baringo to the West. It covers an area of 9,532.2 sq. The
County comprises three constituencies namely: Laikipia East, Laikipia
North and Laikipia West.
The County Government is comprised of the Executive and the
Assembly. The operations of the County Executive are structured
around 8 departments headed by 8 County Executive Committee
Members and 10 Chief Officers, who are both the accounting and/or
the authorized officer of the department.
Establishment of the Office of the Governor Committee
The Assumption of the Office of the Governor Committee,
Laikipia County was established in accordance to section 5 (1) of the
Assumption of Office of the Governor Act, 2019. It was established on
8th July, 2022. The committee comprised of the following members;

SUB-COMMITTEES
Pursuant to the provisions of section 7 of the Act, the Committee
established six (6) sub-committees, which consisted of substantive
members of the Assumption of the Office of the Governor Committee
and not more than 2 co-opted members with relevant skills and
knowledge necessary for the effective functioning of the Committee.
All subcommittees were tasked to come up with their own action plan.
A Secretariat was also established to support the activities of the
Committee.
The following were the sub-committees, their membership and
functions: -
(a) Budget and Finance Sub-committee
(1) It comprised of the following members;
(a) Paul Njenga – Chair
(b) Alexander Muchemi
(c) Ikinya Matindi
(d) Joseph Kanyiri
(e) Karanja Njora
(2) The functions of this sub-committee included inter alia:
(a) Create a budget on all the committee’s operation cost.
(b) Facilitation of the budget for the preparation of the swearing-
in ceremony.
(b) Legal Sub-committee
(1) It comprised of the following members;
(a) Alexander Muchemi – Chair
(b) Kithinji Rwito
(c) Peter Akwalu
(d) Jasper Mutuiri
The functions of this sub-committee included inter alia:
(a) Handling and advising the Committee on legal matters
arising and related to the Assumption of the Office of the
Governor Act.

(b) Respond to public petitions if any.
(c) Co-ordination with the Judiciary in preparation of the
swearing-in ceremony.
(d) Overseeing gazettement of the:
(i) Venue, date and time of the swearing-in ceremony.
(ii) Report on the Affairs of the Committee.
(e) Overseeing preparation and securing instruments of power
for hand-over to the Governor-elect.
(c) Security Sub-committee
(1) It comprised of the following members;
(a) Joseph Kanyiri – Chair
(b) Leonard Wamukota
(c) Francis Wachira
(d) Karanja Njora
(e) Fridah Kawira
(1) The functions of the Sub-committee included inter alia:
(a) Considering, inspecting and approving the venue proposed
by the Committee for the swearing-in ceremony.
(b) Overseeing co-ordination of security during the swearing-in
ceremony.
(c) Overseeing traffic management during the swearing-in
ceremony.
(d) Ensuring provision of security for the Governor and Deputy
Governor-elect during the swearing-in Ceremony pursuant to
provisions of section 17 of the Act.
(d) Co-ordination and Logistics Sub-committee
(1) It comprised of the following members;
(a) All Chief Officers – Co-Admin (Chair)
(b) Clerk of the County Assembly
(c) County Attorney
(2) The functions of this Sub-committee included inter alia:
(a) Co-ordinating protocol logistics.
(b) Organizing transport logistics.
(c) Each department to prepare a hand-over report on County
information to be presented to the incoming Governor.
(d) Avail accommodation (office and residence) for governor
and deputy governor elect.
(e) Organizing hospitality and entertainment for the swearing-in
ceremony.
(f) Making proposals for the venue and other logistics for the
swearing-in ceremony and
(g) Developing a programme for the swearing-in ceremony.
(e) Communication and Publicity Sub-committee
(1) It comprised of the following members;
(a) Ikinyi Matindi – Chair
(b) Alexander Muchemi
(c) Peter Akwalu
(d) Jasper Mutuiri
(e) Kithinji Rwito
(f) Dennis Njeri
The functions of this sub-committee include inter alia:
(a) Overseeing media coverage of the swearing-in ceremony.
(b) Preparation of official invitation cards for the swearing-in
ceremony.
(c) Facilitating acquisition of a public address system to be
utilized during the swearing-in ceremony; and
(d) Preparing the draft inaugural speech for the Governor in
liaison with the two (2) nominees of the Governor-elect.
(f) Reporting Sub-committee
(1) It comprised of the following members;
(a) Peter Akwalu – Chair
(b) Ikinya Matindi
(c) Racheal Thumbi
(2) The functions of this sub-committee included inter alia:
(a) To compile the sub-committee report as envisaged under
section 18 of the Act.
(b) Compile the departmental hand over report.
(c) Compile the action plans by all subcommittees.
Pursuant to section 7(2) of the Act, the following members were
co-opted into the sub-committees–
(a) Racheal Thumbi
(b) Dennis Njeri
(c) Charles Nderitu
ACTIVITIES OF THE COMMITTEE
The Act required the Chairperson of the Committee to convene the
first meeting thirty days before the date of the general election. The
committee held its inception meeting on 8th July, 2022. All members
present signed the Confidentiality Agreements as provided for under
the Oaths and Statutory Declaration Act and in compliance with
section 20 (4) of the Act.
The committee developed its action plan and established sub
committees for the better carrying out of its functions.
(a) Preparation of Reports
The Committee co-ordinated the compilation of the handing-over
report and the report on the affairs of the Committee.
(b) Swearing-in Ceremony
The swearing-in of H.E. Joshua Wakahora Irungu and H.E.
Reuben Kamuri Ngatia as the Governor and Deputy-Governor of
Laikipia County, respectively, was held at Nanyuki Stadium, on
Thursday, the 25th August, 2022, from 10.00 a.m. to 2.00 p.m.
The ceremony was presided over by Hon. Lady Justice Florence
Muchemi and moderated by Hon. Kithinji Rwito, the Chief
Magistrate, Nanyuki Law Courts.
Prior, the Committee had notified the general public of the date,
time and venue of the swearing-in ceremony vide Kenya Gazette
notice number 9872, dated 17th August, 2022.
The following are the key highlights of the Swearing-in Ceremony:
(1) The Governor-elect and Deputy Governor-elect took and
subscribed to the Oath of Office as prescribed in the First Schedule of
the Act. The Governor-elect also signed a certificate of inauguration.
(2) Upon taking the Oath of Office, the Governor and Deputy
Governor also signed the Leadership and Integrity Code for State
Officers pursuant to section 40 of the Leadership and Integrity Act as
read together with Regulation 34 (2) of the Leadership and Integrity
Regulations, 2015, Laws of Kenya.
(3) The outgoing governor handed over the instrument of power
to the County Governor-elect.
(4) The Governor gave his speech.
FINANCIAL STATEMENT OF THE COMMITTEE
To facilitate the Assumption of the Office of the Governor, KSh.
24,357,820.00 was incurred for all the activities.
