IN EXERCISE of the powers conferred by section 30 (2) (i) of the County Governments Act, 2012, it is notified for the general information that, I, Mohamed Adan Khalif, Governor, Mandera County, has established a taskforce to review and propose reforms in the Mandera County Early Childhood Development, Technical and Vocational Education and Training. 1. The terms of reference for the taskforce shall be to engage members of the public, county education staff and other stakeholders to: (a) Review the existing county education legislation, policies, and strategies on Early Childhood Development Education, Technical and Vocational Education, and training, governance and make proposals to address identified gaps. (b) Conduct a baseline survey on the status of Early Childhood Development Education and Technical and Vocational Training in Mandera County— 5:08 PM THE KENYA GAZETTE 18th November, 2022 8578 8578 (i) review the status of the existing skills training programs in line with the current framework in the county’s Technical and Vocational Centres; (ii) conduct a labour market survey of the skills gaps in the county and recommend appropriate skills training programs; (iii) assess the adequacy of the teaching and learning resources in the existing Early Childhood Development Education and Vocational and Technical Training Centres; (iv) assess the existing management structure, capacity, quality assurance system and in-service training opportunities for the staff in the county’s Early Childhood Development Education and Technical and Vocational Training Centres; (v) assess the status of the existing DUKSI (Quranic school) provisions; (vi) explore the possibility of integrating DUKSI (Quranic school) and Early Childhood Development Education in the county and recommend appropriate policy prescription to achieve it; (vii) develop a capacity-building strategy for DUKSI teachers; and (viii) identify and map the existing development partners and stakeholders and make recommendations for potential partners. (c) Advise on measures to deal with the water, nutrition (for ECDE), and sanitation challenges in Early Childhood Development Education centres and Technical and Vocational Colleges within Mandera County. (d) Make recommendations to achieve inclusivity in gender and the inclusion of youths and persons living with disability in Technical and Vocational Colleges. (e) Develop a capacity-building strategy for the selected Technical and Vocational Colleges to offer Education for Sustainable Development and to explore potential green skills courses to offer. (f) Explore opportunities for digitalization of Technical and Vocational Education and Training Curriculum and make recommendations on the best modes of delivery. (g) Develop a work plan on the recommendations made that will guide the relevant education departments during implementation. 3. In the performance of its mandate, the Taskforce may, as the need arises, co-opt persons or institutions to advise or to offer assistance on any area the Taskforce may consider necessary. 4. The Taskforce shall prepare and submit its report to the Governor of Mandera County Government and its recommendations within ninety (90) days from the date of its appointment. 5.
