GAZETTE NOTICE NO. 11721
THE ASSUMPTION OF THE OFFICE OF GOVERNOR ACT
ESTABLISHMENT
in accordance with the provisions of
Section 18 of the Assumption of the Office of Governor Act, 2019.
The Section provides that:
(a) The Committee shall, within a period of one month from the
date of the swearing-in of the County Governor-elect, cause
to be prepared a report on the affairs of the Committee.
(b) The Committee shall submit to the respective County
Assembly the report prepared under subsection (1).
(c) The report shall contain, in respect of the assumption of
office by the county Governor-elect under this Act—
(i) the financial statements of the Committee;
(ii) a description of the activities of the Committee;
(iii) such other statistical information as the Committee
considers appropriate relating to its mandate; and
(iv) any other information relating to its functions that the
Committee considers necessary.
(d) The Committee shall cause the report to be published in the
Gazette and in such other manner as the Committee may
determine.
Committee Membership
The Assumption of the Office of Governor Committee was formed
pursuant to the provisions of section 5 of the Act. The Committee
comprised of the following members:

3. Karuku J. Ngumo — County Commissioner
4. Benson K. Wairagu — Legal Advisor

Secretariat
A Secretariat was established to support the activities of the
Committee. The functions of the Secretariat were to provide secretarial
and support services to the Committee.
The Secretariat comprised of the following members:
(a) Alice Kinyua (Ms.)
(b) Rosemary Nguku (Ms.)
(c) Beth Muguru (Ms.)
(d) Elizabeth Kori (Ms.)
(e) Cyrus Nderitu
Sub-Committees
Pursuant to the provisions of section 7 of the Act, the Committee
established seven (7) sub-committees, which consisted of substantive
members of the Assumption of the Office of the Governor Committee
and co-opted members with relevant skills and knowledge necessary
for the effective functioning of the Committee. Each Sub-Committee
was headed by a substantive member of the Assumption of the Office
of Governor Committee as its team lead.
The following were the sub-committees, their membership and
functions:
Assets and Liabilities Sub-Committee
This Sub-committee comprised of the following members:
(a) Peter Gicheha Kahora — Chief Officer, Finance, IT and
Economic Planning - (Chairman)
(b) Samuel Mathenge, Senior Accountant – Co-opted Member
(c) Robert Mwangi, Senior Accountant – Co-opted Member
The functions of the Sub-committee included:
(a) Overseeing compilation of County Financial reports;
(b) Preparation of county assets and liabilities report
(c) Facilitation of the budget for the preparation of the swearing-
in ceremony;
Logistics Sub-Committee
This Sub-committee comprised of the following members:
(a) Patrick K. Mukuria, County Secretary – Chairman
(b) Winnie Mwangi (Dr.), Governor-Elect Nominee - Member
(c) Kiarie Mwaura (Prof.), Governor-Elect Nominee – Member
(d) Maina Kamau, Chief Officer, Gender, Youth and Social
Services
(e) Bancy Wawira (Ms.), Senior Human Resource Management
and Development Officer – Co-opted Member
(f) Joseph Ngugi, Projects Co-ordinator – Co-opted Member
The functions of this Sub-committee included:
(a) Developing a checklist for all the activities of the Committee
relating to the swearing-in ceremony;
(b) Assisting in preparation of the handover report
(c) Avail the instruments of power in readiness for the swearing
in
(d) Prepare committee and subcommittee allowances for
submission to finance
(e) Co-ordinating protocol logistics;
(f) Organizing transport logistics;
(g) Organizing for gazettement of venue
(h) Organizing for publicity including live media coverage and
print media advert
(i) Organizing hospitality and entertainment for the swearing-in
ceremony;
(j) Making proposals for the venue and other logistics for the
swearing -in ceremony;
(k) Making provisions for allocation of Staff to the Governor -
Elect and the Deputy Governor– Elect; and
(l) Developing a programme for the swearing-in Ceremony.
Legal Sub-Committee
This Sub-committee comprised of the following members:
(a) Benson Wairagu, Legal Advisor — Chairman
(b) Wilson Kuria Thuita, Clerk, County Assembly of Murang’a –
Member
(c) Peter Ndwiga, Chief Magistrate Murang’a Law Courts –
Member
(d) Anne Macharia (Ms.), Deputy Clerk, Murang’a County
Assembly – Co-opted Member
(e) Oscar James Soi, Court Administrator Murang’a Law Courts
— Co-opted Member
The functions of the sub-committee included:
(a) Handling and advising the Committee on legal matters
arising and related to the Assumption of the Office of the
Governor Elect;
(b) Facilitating co-ordination with the Judiciary in preparation of
the Swearing -in Ceremony;
(c) Overseeing gazettement of the venue, date and time of the
swearing-in ceremony;
(d) Overseeing preparation and securing instruments of power for
handover to the Governor-Elect;
(e) Assisting in the compilation and preparation of the final
Committee Report.
Security Sub-Committee
This Sub-committee comprised of the following members:
(a) Karuku J. Ngumo, County Commissioner Murang’a —
Chairman
(b) Charles Gichira, County Intelligence Co-ordinator —
Member
(c) Ali Nuno, The County Police Commander — Member
(d) Philip Wambugu, Deputy County Police Commander — Co-
opted Member
(e) John Shangala, Deputy County Intelligence Coordinator —
Co-opted Member
The functions of the Sub-committee during the swearing-in
ceremony included:
(a) Considering, inspecting and approving the venue proposed
by the Committee;
(b) Overseeing co-ordination of security;
(c) Overseeing traffic management;

(d) Ensuring provision of security for the Governor-elect and
Deputy Governor-Elect.
(e) Providing security to the Governor-elect and Deputy
Governor Elect residences.
(f) Crowd control
(g) Preparation of the guard of honour
Projects Sub-Committee
This Sub-committee comprised of the following members:
(a) Patrick K. Mukuria, County Secretary – Chairman
(b) Peninah Kihika (Ms.), Representative, Ministry of
Devolution — Member
(c) Joseph Ngugi, Projects Co-ordinator – Co-opted Member
(d) Bancy Wawira (Ms.), Senior Human Resource Management
and Development Officer —Co-opted Member
The functions of the Sub-committee included:
(a) Co-ordinating the compilation of project information by the
County departments.
(b) Fast-tracking the compilation of the reports for timely
submission
(c) Consolidating the project reports
(d) Updating the Committee on the progress of the project
reports
Human Resources Sub-Committee
This Sub-committee comprised of the following members:
(a) Titus Waweru, Ag. Chief Officer Public Service – Chairman
(b) Ms. Peninah Kihika, Representative, Ministry of Devolution
— Member
(c) Rufus Kiuna, Senior HR Officer — Co-opted Member
(d) Gerald Irungu, Senior HR Officer — Co-opted Member
The function of the Sub-committee was mainly the compilation of
the report on County staff establishment
Lands Sub-Committee
This Sub-committee comprised of the following members:
(a) Peter Gicheha Kahora, Chief Officer, Finance, IT and
Economic Planning - Chairman
(b) Josphat Nduati, Ag. Chief Officer, Lands and Physical
Planning – Co-opted Member
(c) Yvonne Kamande (Ms.), Senior Accountant – Co-opted

The function of the Sub-committee was mainly preparation of
lands report
Activities of the Committee
(a) Committee Meetings
The Committee held meetings in furtherance of fulfillment of its
statutory obligations which included, but not limited to, co-ordination
of briefings of the Governor-Elect.
(b) Preparation of Reports
The Committee co-ordinated the compilation of the handover
report and the report on the affairs of the Committee.
(c) Swearing-in Ceremony
The swearing-in ceremony of Dr. Irungu Kang’ata and Stephen
Munania as the Governor-elect and Deputy Governor-elect of
Murang’a County, respectively, was held in a public ceremony, at
General Ihura Stadium in Murang’a Town on Thursday, 25th August,
2022. The Oath of Office was administered in accordance with the
provisions of section 12 (2) of the Assumption of the Office of
Governor Act, 2019.
The ceremony was presided over by Honourable Lady Justice
Margaret Muigai and moderated by Hon. Peter M. Ndwiga, the Chief
Magistrate, Murang’a Law Courts.
Prior to the swearing in, the Committee had notified the general
public of the date, time and venue of the swearing-in ceremony vide
Kenya Gazette Vol. CXXIV- No. 167, Notice Number 9934 of 19th
August, 2022. The public was also notified through notices in the
Daily Nation newspaper dated the 23rd August, 2022. Invitations were
extended to members of the public, dignitaries and other stakeholders.
The following are the key highlights of the Swearing-in Ceremony:
(a) The Governor-elect and Deputy Governor-elect took and
subscribed to the Oath of Office as prescribed in the First
Schedule of the Act.
(b) The Governor-elect signed a certificate of inauguration.
(c) Upon taking the Oath of Office, the Governor and Deputy
Governor signed the Leadership and Integrity Code for State
Officers pursuant to section 40 of the Leadership and
Integrity Act as read together with Regulation 34(2) of the
Leadership and Integrity Regulations, 2015, Laws of Kenya.
(d) The Governor then gave his Inaugural Speech.
The Financial Statements of the Committee
A total of Kenya Shillings Twelve Million, Two Hundred and
Eighty-Eight Thousand, Four Hundred and Twenty (KSh. 12,288,420)
was spent to facilitate the Assumption of the Office of Governor.
