IN EXERCISE of the powers conferred by section 9 (1) and (2) of the Computer Misuse and Cybercrimes Act, 2018, The Director, National Computer and Cybercrimes Co-ordination Committee (NC4), designates the systems named in the third column of the following table as Critical Infrastructure, with effect from the 20th January, 2022. Internet Connectivity International Internet Gateways (Satellites, Cable Landing Sites/stations…). Broadband Networks (GCCN, NOFBI, ISPs Fiber Networks…). Internet Exchange Points (IXP). Mobile Internet Networks (communication Network links and components) Domain and IP Management Systems supporting DNS and IP functions and management of national, dot ke country code top level domain (.ke ccTLD) and dot ke (.ke) enterprise level domains . Data and Information Management Data Centres/in-country cloud Infrastructure (GDCs, Africa Data centres, NRO1 data centre etc). Electronic Mail Systems and platforms centrally hosting and or processing emails as a service. Systems and platforms centrally hosting and/or processing data/information. Systems managing telecommunication Services quality assurance (QoS). Electoral, Judicial, Education, Health, Food, Water and Land Sector Electoral System Systems supporting and managing Kenya’s electoral system. Judicial Services Systems supporting the administration of justice or judicial process. Education Services Systems supporting national functions aimed at promoting and coordinating quality education, training and research. Health Services Systems supporting emergency healthcare, hospital care (inpatient and outpatient), supply of; pharmaceuticals, vaccines, blood and medical supplies, and Infection/epidemic control. Food Systems supporting agriculture/food production, food supply, food distribution and/or food quality/safety. Water Systems supporting Water storage, water distribution, water quality assurance, wastewater collection and treatment. Land Systems supporting: lands registration, administration, valuation and survey/mapping; physical planning; and management of land resources . Energy, Transport and Industry Sector Road Transport Services Systems supporting vehicle registration, licensing and management (Transport Integrated Management System (TIMS). Cargo Management Systems supporting maritime transport, shipping, and port management and security (Kilindini Waterfront Automated System (KWATOS), Terminal Operations Systems (TOS), Dutycalc system, Integrated Security System(ISS)…). Air Navigation Services Systems supporting aircrafts and other automobiles to safely navigate in Kenyan airspace (Radar Systems, Communication systems…). Airports Operation Systems supporting airports operations and management of airports (Identity Management, Cargo Scanning, traffic control, Airport Operational Database, Integrated Enterprise Resource Planning (ERP) …). Railway Transport Services Systems supporting Rail Transport operations and management (Track and Signaling, Online Booking and Ticketing). Power Generation Energy generation Systems (Full reduction of Geothermal Fluid System, Working Fluid System, Cooling System, hydropower ICT systems). Power Transmission/ Distribution Systems supporting and managing power transmission/distribution and billing. Regulation of Financial Institutions Systems supporting achievement of the mandates of the Central Bank of Kenya. Banking and Saving Services Systems supporting banking and Saving Services. Trading Systems supporting Capital Markets trading operations. Systems supporting Nairobi Stocks Exchange (NSE) operations and management. Payment Transactions Systems and Infrastructure connected to, supporting and/or managing Kenya’s financial system: Payments gateways, funds transfer systems, and clearing and Settlement systems. For example, key systems supporting operations of local commercial banks and other financial institutions, Safaricom M-Pesa, Airtel Money, Orange Money, Essar yuCash, Finserve Africa Limited (Equitel), Kenya Electronic Payment and Settlement System(KEPSS) and Domestic Interbank Transfer service (DITS) among others. Insurance Services Systems supporting insurance services. Defence, Security and Public safety Sector National Defence, Intelligence and Security Systems supporting national Defence, Intelligence and Security. National Security Services Systems supporting: Police Operations; civil administration; immigration services; border management, e-governance services; statutory registrations; national statistical services, national development planning; and maintenance of public order. Public and Environmental Safety Systems supporting public safety and emergency response; surveillance, incident response, air pollution monitoring, early warning, meteorological monitoring, ground water (lake/river) monitoring marine pollution monitoring and control.
