GAZETTE NOTICE NO. 11253

PURSUANT to section 7B (1) of the County Governments Act, 2012 and the County Assembly of Mandera Standing Order 4 (1), the Governor of the County of Mandera has by notice in Kenya Gazette appointed that the first sitting of the County Assembly shall be held at the County Assembly Chamber on Thursday, the 22nd September, 2022, at 9.00 a.m., at that sitting the Speaker of the County Assembly shall be elected in accordance with Article 178 (1) of the Constitution of Kenya, 2010, section 9A of the County Governments Act, 2012 and the County Assembly of Mandera Standing Order No. 5. Any person who is eligible for the election as the Speaker of the County Assembly in terms of Article 178 (1), section 9A of the County Governments Act, 2012 and the County Assembly of Mandera Standing Order No. 5 and who is interested in contesting for this position is advised to collect nomination forms from the Office of the Clerk of the County Assembly of Mandera during working hours from Friday, the 16th September, 2022 to Monday, the 19th September, 2022, inclusive of Saturday, between 8.00 am to 5.00pm. Interested persons must meet qualifications under Article 193 of the Constitution of Kenya, 2010 and sections 22, 25 and 43 of Elections Act, 2011. Persons interested in filling the above position should submit: (a) A duly filled and signed nomination form. (b) Clearance from the Independent Electoral and Boundaries Commission (IEBC) clarifying that the candidate is eligible for election as a member of the County Assembly. (c) Current Tax Compliance Certificate from the Kenya Revenue Authority (KRA). (d) Clearance from the Higher Education Loan Board (HELB) clarifying compliance with the terms and conditions of the loan, if not a beneficiary a certificate to that effect. (e) Clearance from Credit Reference Bureau (CRB). (f) Clearance certificate from the National Police Service. (g) Clearance from the Ethics and Anti corruption Commission (EACC). (h) Certified copy of the National Identity Card or Passport. (i) Certified copies of Academic certificates and transcripts. Further to the above, a person who wishes to participate in the election must be nominated by two (2) Members of the County Assembly of Mandera in line with the Standing Order 6 (3). Completed nomination forms, together with detailed curriculum vitae of the candidate and relevant supporting documents, should be submitted to the Office of the Clerk of the County Assembly of Mandera not later than Tuesday, the 20th September, 2022 at 9.00 a.m. Dated the 16th September, 2022.
