NOTICE is issued to the elected and nominated Members of County Assembly of Kakamega and the general public that pursuant to Standing Order No. 3 (1) of the Kakamega County Assembly Standing Orders, the Governor of Kakamega County has appointed the first sitting of the third Assembly to be held at the County Assembly Buildings, located along Fitina Road, off Kakamega–Kisumu Road, next to Kakamega Law Courts, on Wednesday, the 21st September, 2022 at 9.00 a.m. It is further notified for the information of the general public that pursuant to Article 178 of the Constitution of Kenya, 2010. section 9A of the County Governments (Amendment) Act, 2020 and Standing Order No. 4 of the County Assembly of Kakamega Standing Orders, the Office of the Speaker and Deputy Speaker of the County Assembly shall become vacant upon the gazatteement of the first sitting of the County Assembly. Interested persons who, in accordance with section 25 of the Elections Act, 2011, qualify to be elected as members of the County Assembly but are not such members are therefore invited to submit their nomination forms for election of the Speaker. Take notice that the Deputy Speaker shall be elected from among Members of the County Assembly immediately upon the completion of the election of the Speaker. Nomination forms for the positions of the Speaker and Deputy Speaker can be collected from the Office of the Clerk of the County Assembly. Interested candidates are notified to fill the nomination forms and return to the Office of the Clerk not later than Monday, the 19th September, 2022 at 5.00 p.m. Requirements for the Position of the Speaker Interested persons must fulfill the requirements of Chapter Six and meet the qualifications under Article 193 of the Constitution of Kenya, 2010 and section 25 of the Elections Act, 2011. Pursuant to Article 178 (1) of the Constitution of Kenya, 2010 as read together with section 25 of the Elections Act, 2011 and the Kakamega County Assembly Standing Orders, notice is given to the general public on the vacancy of the Office of the Speaker of County Assembly of Kakamega. The election of the Speaker shall be held in the County Assembly Chambers, Kakamega on the 21st September, 2022 at 9.00 a.m. 6:35 PM THE KENYA GAZETTE 16th September, 2022 7240 7240 Accordingly, the Office of the Clerk invites interested persons, who qualify to be elected for the position of Speaker of County Assembly to collect nomination forms between the hours of 9.00 a.m. and 4.00 p.m. commencing Saturday, the 17th September, 2022 (Sunday, 18th September, 2022 inclusive). Qualifications Interested persons must meet qualifications under Article 193 of the Constitution of Kenya, 2010 and sections 22, 25 and 43 of Elections Act, 2011. Persons interested in filling the above position should submit: (a) Duly filled and signed nomination forms; (b) Clearance Certificate from the Independent Electoral and Boundaries Commission; (c) Clearance from Ethics and Anti- Corruption Commission; (d) Clearance Certificate from the Kenya Revenue Authority (KRA); (e) Clearance Certificate from the National Police Service; (f) Certified Copy of the National ID or passport; (g) Certified copies of academic certificates; (h) Clearance Certificate from the Credit Reference Bureau (CRB); and (i) A copy of the curriculum vitae (C.V).
