THE ENVIRONMENTAL MANAGEMENT AND CO- ORDINATION ACT

ESTABLISHMENT
PURSUANT to section 59 of the Environmental Management and
Co-ordination Act, 1999, the National Environment Management
Authority (NEMA) has received an Environmental Impact Assessment
Study Report for the above proposed project.
The proponent, Kaishan Terra Green Ammonia Limited, proposes
to supply geothermal steam from existing wells to Kaishan Terra
Green Ammonia Limited (Kenya)’s 480kta Green Fertilizer Project.
The proposed project will involve the establishment of a Green
Ammonia Fertilizer Plant and associated 165.4-megawatt geothermal
power plant (147.0 MW Central Power Plant and 17.4 MW Pad 49
wellhead power plant). The project will also include auxiliary facilities
which shall include an 11Kv TO 220kV substation to be located in
close proximity to the Central Power Plant with two main transformers
each with a capacity of 180 MVA, a distribution control system and a
service Centre located at the Central Power Plant, as well as an
overhead 220kV high-voltage transmission line of about 6km, 11kV
transmission line of approximately 4.5km and steam pipelines from the
existing geothermal wells in Olkaria to the project’s power plant,
cooling water station and high-purity water station to be located at the
fertilizer plant. The green fertilizer manufacturing plant will utilize
power and heat from the geothermal power plants in its production
process in Olkaria, Naivasha, Nakuru County
The following are the anticipated impacts and proposed mitigation
measures:

Impacts on Fauna • Implement a Park Interface Management Plan
covering traffic routing, shielded lighting,
boundary noise limits and spill prevention at the
park edge.
• Fence the entire plants footprint.
• Minimize artificial lighting at night to reduce
disturbance, especially to nocturnal species.
Air quality
• Water unpaved sites access roads and work
areas routinely during dry and windy weather
conditions.
• Cover loose material transportation trucks and
avoid overfilling.
• Carry out weekly visible dust checks and
conduct quarterly boundary particulate matter
monitoring.
• Reinject geothermal fluids to eliminate surface
discharge of hydrogen sulphide.
• Extract hydrogen sulphide from condensers and
either reinject it or treat it with abatement when
concentrations exceed the threshold.
• Operate continuous hydrogen sulphide
monitoring.
• Maintain gas handling systems that control
hydrogen sulphide and ammonia and capture
urea dust through enclosures and filters
• Conduct an annual ambient air quality survey
for hydrogen sulphide.
• Establish and implement a leak detection and
repair program.
• Inspect ammonia lines valves and tanks
regularly using portable detectors and ensure
timely repair.
• Connect all ammonia vents and relief valves to
a flare or scrubber.
• Conduct annual third-party stack emissions
testing for ammonia, particulate matter and
oxides of nitrogen.
• Design drilling towers with controlled airflow.
Noise and
vibration
• Maintain acoustic enclosures, silencers and low
noise equipment and keep boundary noise
within acceptable limits.
• Fit mufflers and silencers on equipment e.g.
generators, compressors, and heavy equipment.
• Restrict high-noise activities to daytime hours
and ensure local communities are notified in
advance of any scheduled noisy activities.
• Install and maintain acoustic insulation around
the turbine hall and compressor rooms.
• Regular noise monitoring.
Water
Consumption
• Implement a water efficiency plan that reuses
cooling tower blowdown.
• Install Water use meters in each unit and
prepare a monthly water balance to detect leaks
and excessive consumption.
Water quality
degradation
• Install silt fences and sediment traps before
earthworks begin.
• Construct temporary drains that divert storm
water away from disturbed areas.
• Store fuels, oils and chemicals in banded and
roofed areas with impermeable floor.

Impacts Mitigation Measures
• Manage wastewater in line with the
Environmental Management and Coordination
(Water Quality) Regulations, 2024.
Wastewater
generation
• Treat all process wastewater to ensure ammonia
and urea condensate are stripped and reused.
• Install groundwater monitoring wells around the
site and sample them twice a year with a focus
on storage areas and reinjection wells.
Generation of
Brine
• Reinject the brine water into the reinjection
wells.
Generation of
Solid waste
• Develop and implement an integrated waste
management plan.
• Segregate waste at the point of generation.
• Maximize recycling of waste materials (metals,
wood and plastics) as appropriate.
• Store hazardous waste in a banded and covered
holding area.
• Track waste generation and disposal.
Occupational
health & safety
• Prepare and implement a health and safety
Management Plan.
• Maintain a process safety management system.
• Provide and ensure appropriate use of Personal
Protective Equipment (PPE) by all workers.
• Maintain a first aid post with trained first aiders
on every shift.
• Run health programs that include annual
medical checks and wellness initiatives.
• Conduct daily toolbox talks and weekly safety
inspections.
• Develop and implement a Chemical
Management Plan (CMP).
Community
Health and
Safety
• Design all infrastructure to meet or exceed
safety standards.
• Post clear multilingual warning signs along the
right of way.
• Maintain robust site security including
perimeter fencing surveillance and patrols.
• Continue community air quality monitoring for
hydrogen sulphide or other emissions.
Social Risks • Implement a worker influx and traffic
management plan to control workforce
movements, road safety, and community
interaction.
• Enforce a worker Code of Conduct to prevent
and address social risks including gender-based
violence and harassment.
• Develop and implement an emergency
preparedness and response plan in coordination
with county authorities and neighboring
communities.
