THE ENVIRONMENTAL MANAGEMENT AND CO-ORDINATION ACT
(Cap. 387)
ACT
PURSUANT to section 59 of the Environmental Management and
Coordination Act CAP 387, the National Environment Management
Authority (NEMA) has received an Environmental Impact Assessment
Study Report for the above proposed project.
The proponent, Teleport Communications Limited, proposes to
install a fiber optic cable comprising both marine and terrestrial
segments. The segments will comprise of 2No. BMHs landing
facilities each consisting of a small reinforced concrete manhole
measuring 1.2m(W) by 1.8m(L) by 1.5m (D), a ducting corridor within
the road easement, an Optical Distribution Frame(ODF) to act as a
flexibility termination point and a splice joint box to enclose and
protect the fiber cores after splicing two cables for continuity
Mkomani BMH, associated facilities and amenities in Mombasa
County.
The following are the anticipated impacts and proposed mitigation
measures:

• Prepare and enforce a contractor C-ESMP
compliant with approvals, and use it to
monitor E&S performance.
Aquatic habitat • Route and bury cables to avoid sensitive
habitats.
• Schedule works outside breeding/spawning
periods.
Hazardous materials
& waste
• Implement a Waste management Plan
(WMP) with segregation, and use of
licensed waste handlers.
• Prohibit any uncontrolled dumping and
train workers in proper waste management.
Air emissions (dust,
exhaust)
• Control dust by wetting and limiting
exposed areas.
• Maintain and service equipment regularly.
• Provide workers with PPE and enforce
usage.
Noise and vibration • Restrict noisy works to daytime.
• Provide hearing protection as necessary.
Labour, Working
Conditions and
OHS
• Prioritise local and non-discriminatory
hiring with written contracts.
• Operate OHS and HR systems aligned with
national law and international best practice.
Traffic congestion
and obstruction of
access
• Develop and apply a traffic management
plan.
• Coordinate with authorities, control speeds,
provide signage and guard work areas.
Cultural heritage • Apply a chance finds procedure to stop
work, secure finds and involve heritage
authorities before resuming.
• Collaborate with National Museums of
Kenya during submarine cable installation.
Operations –
hazardous
materials, e-waste
and energy
• Safely handle and dispose of hazardous
materials and e-waste via licensed handlers.
• Improve energy efficiency and deploy
clean energy, as feasible.

The National Environmental Management Authority, invites

thirty (30) days from the date of publication of this notice to the
