THE MODE RNISATION AND TRANSFORMATION OF THE GOVERNMENT PRESS INTO AN EFFICIENT AND HIGHLY PERFORMING COMMERCIALLY VIABLE ENTITY APPOINTMENT WHEREAS the Kenya Kwanza Administration’s Transformative Plan for the Nation, espoused as Bottom-Up Economic Transformation Agenda (BETA), envisages a highly skilled, agile and responsive public sector with a strategic foresight mechanism to anticipate and address changing workforce requirements intended to enhance the delivery of Government services in a more efficient and effective manner; WHEREAS the Government Press is the designated printing press for production, standardization, dissemination, cataloguing, authenticating, and preserving of various public documents for the National and County Governments, Parliament, Judiciary, Parastatals and Semi-Autonomous Government Agencies (SAGAs); WHEREAS since its establishment in 1895, there have been various unsuccessful attempts at Ministerial level by previous administrations to modernise and transform the Government Press; WHEREAS there has been significant advancement in the methods, technology and infrastructure for production, standardization, dissemination, cataloguing, authenticating, and safeguarding various National documents; NOW THEREFORE, to augment the overall increase in capacity, efficiency, effectiveness, security of Government documents, viability and sustainability of the Government Press, it is notified that His Excellency Hon. William Samoei Ruto, PhD., President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, has appointed a Presidential Taskforce on the Modernisation and Transformation of the Government Press into an Efficient and Highly Performing Commercially Viable Entity, which shall be structured in two tiers, namely; the Steering Committee and the Technical Committee. STEERING COMMITTEE 1. The Steering Committee shall comprise of the following: Narendra Raval (Dr.) – Chairperson Nzomo Mbithuka – Vice-Chairperson Members: Abdi Hassan Ali; Mukami Maina; Victor Lomaria; Ruth Murage; Christopher Kirigua; and Patel A. Kiritkumar. TECHNICAL COMMITTEE 2. The Technical Committee shall comprise of: Linda Musumba (Dr.) — Chairperson Members: Mary Kimonye; Patrick Omutia (Dr.); Collins Kiprono; Serser Chelulei; David N. Nyandoro; Guyatu H. Dido; Joseph A. Emojong; Catherine Ochanda; and Eric Aligula (Dr.) Joint Secretaries: Clinton Mwita; and Alex Mwaniki. 3. The Terms of Reference of the Presidential Taskforce shall be— (a) To carry out a situational analysis on the status and level of performance of the government press in its service to the organs of both the National and County Governments, its challenges, as well as identify the opportunities that would arise from modernization and transformation; (b) To consider and review previous Government processes and reports aimed at modernizing the Government Press; (c) To undertake a comprehensive study and review of highly performing government presses in other relevant jurisdictions to establish the best models, technologies, methods and practices that can be incorporated in the modernisation and transformation of Kenya’s Government Press; 9:03 AM THE KENYA GAZETTE 23rd June, 2023 2808 2808 (d) To examine the existing administrative, institutional, policy, and operational structures and systems at the Government Press; and to recommend comprehensive reforms that will support and facilitate a sustainable framework for a modernized security printing Government Press; (e) To recommend policy, legislative, regulatory and administrative interventions that will enable the Government Press to implement the constitutional and statutory imperatives concerning the publication of Government documents, as well as to become an agile, efficient and highly-performing commercially viable entity; (f) To facilitate the necessary consultations with all key stakeholders in the country as well as sector experts, on proposed modernization and legislative interventions; (g) To develop a prioritized implementation matrix that clearly states the immediate, medium, and long-term sectoral reforms and the attendant budgetary requirements necessary for the modernisation and transformation of Government Press; and (h) To consider, perform, or advise on any other matter or subject ancillary to the above. 4. In the discharge of its functions, the Presidential Taskforce shall have power to— (a) Regulate its own procedure; (b) Hold such meetings with officials of National and County Governments, public forums or consultations as it shall deem necessary in such places and at such times as the Taskforce shall consider necessary for the proper discharge of its mandate; (c) Review official reports, policy, legislation or any other document related to the Taskforce mandate; (d) Co-opt experts in particular areas of need as may be necessary for the execution of its mandate; (e) Create sub-committees for the efficient and expedited discharge of its mandate; (f) Cause to be carried out such studies or research as may inform the Taskforce on its mandate; and (g) Perform any other function or tasks as the Taskforce may find necessary in order
