ESTABLISHMENT
UNDER THE COMPUTER MISUSE AND CYBERCRIMES ACT
ESTABLISHMENT OF TASKFORCE
IT IS notified for the general information of the public that the
Cabinet Secretary for Interior and National Administration has
established a Taskforce on the Development of Regulations under the
Computer Misuse and Cybercrimes Act.
The Taskforce shall comprise of the following members;

Ruth Makau (Ms.),

Marion Muriithi (Ms.),
James Yogo,
Susan Waweru (Ms.),
Geoffrey Mwikamba,
Irene Kabua (Ms.),
Daniel Ketoto,
Joint Secretaries:
David Njoga (Dr.),
Ericsson Obura.
The Terms of Reference of the Taskforce are to—
(a) Comprehensively identify all areas in the Computer Misuse
and Cybercrimes Act, 2018 that require Regulations.
(b) Develop draft Regulations for the Computer Misuse and
Cybercrimes Act, 2018.
(c) Undertake public participation and stakeholder engagement on
the draft Computer Misuse and Cybercrimes Regulations.
(d) Develop and submit progress reports and the draft Regulations
to the NC4 for subsequent submission to the Cabinet
Secretary, Ministry of Interior and National Administration.
(e) Undertake any other activities required for the effective
discharge of its mandate.
In the performance of its functions, the Taskforce—
(a) Shall regulate its own procedures while working within the
confines of the Constitution;
(b) Shall form technical/working groups if necessary;
(c) Shall hold such number of meetings in such places and at
such times as the Taskforce members will consider necessary
for the proper discharge of its functions; and
(d) May carry out or cause to be carried out such assessments,
studies or research as may inform its mandate.
The Taskforce may co-opt any other persons, who possess the
appropriate competencies, as it may consider necessary or expedient
for the proper performance of its mandate.
Tenure of the Taskforce:
The term of the Taskforce is a period of six (6) months with effect
from the 14th February, 2023.
Secretariat
The joint secretariat of the Taskforce shall be drawn from the
NC4- Ministry of Interior and National Administration.
