IT IS notified for public information that His Excellency the President and Commander-in-Chief of the Defence Forces of the Republic of Kenya has established a committee to be known as the Miraa Sub-Sector Reforms Implementation Committee: 1. The Committee shall comprise the following— Geoffrey Nchooro M'Mwenda (Mr.)—(Chairperson) Richard Leresian Lesiyampe (Dr.)—(Alternate Chairperson) Members: Dave Ntawa Muthuri (Vice-Chairperson) Joseph Mturia Mweria Joseph Miriti Kinyua Geoffrey John Kilemi Lucy Nkirote Rimbere Peter Kinyua 1Carumpu R. Rodgers Henry Ntongai Ituuni Solomon Odera Isabella Nkonge Ephantus I. Njeru Joint Secretaries: Philip Nyingi Jasper Mbiuki The Committee may from time to time, with the approval of the Cabinet Secretary responsible for Agriculture, Livestock and Fisheries co-opt other members whose competences and experience it considers necessary for the performance of its functions. 2. The Terms of Reference of the Committee are to— (a)co-ordinate, supervise and provide strategic leadership in implementation of the miraa sub-sector reforms; (b)review, identify quick wins and prioritize recommendations contained in the Miraa Task Force Report for immediate implementation; (c)provide technical guidance and facilitation in the implementation of the Reforms and ensure that such implementation is consistent with Government policy objectives; (d) mobilize resources from national and international sources for implementation of the reforms; (e) develop and implement a communications strategy to enhance support, engagement and participation of stakeholders in the implementation of the reforms; (I) prepare and submit to the Cabinet Secretary quarterly status report on miraa sub-sector reforms; (g)carry out or cause to be carried out such studies or research as it may consider appropriate for the performance of its functions; (h)develop a detailed implementation plan in line with the Report of the Task Force on development of the Miraa Industry; (i)sustain, monitor and evaluate the progress and momentum of the miraa sub-sector reforms; (j)develop a road map and action plan for the development of the miraa sub-sector focusing on production, value addition and marketing; (k)review the current regulatory framework for the sector and propose changes to align it to current and future needs; (1) perform any other function necessary to ensure effective co- ordination of the ongoing miraa sub-sector reforms and realization of its objectives. 3. The Committee shall have all powers necessary for the execution of its functions including — (a)power to follow-up on recommendations, in particular requiring feedback on implementation within specified time; (b)power to enforce implementation of decisions; (c)power to determine its own procedures; and (f) such other powers as may be necessary to ensure timely implementation of Miraa sub-sector Reforms. [2797 4.In the performance of its functions, the Committee shall be responsible to the Cabinet Secretary for Agriculture, Livestock and Fisheries. 5.The Committee shall regulate its own procedures and develop its own work plan. 6.The Committee shall hold such number of meetings in such places and at such times as the Committee may consider necessary for the proper discharge of its functions. 7.The Committee shall remain in office for a period of 6 (Six) Months or for such longer period as the President may, by notice in the Gazette, prescribe.
