THE TASKFORCE ON THE FORMULATION OF REGULATIONS

UNDER THE LAND ACT, 2012, THE LAND REGISTRATION ACT, 2012 , THE COMMUNITY LAND, 2016 AND THE LAND LAWS (AMENDMENTS) ACT, 2016, APPOINTMENT IT IS notified for the general information of the public that the Cabinet Secretary for Lands and Physical Planning has appointed a Task Force for the purpose of the preparation of regulations that are required for the better carrying into effect the purposes and provisions of the Land Act, 2012, the Land Registration Act, 2012, the Community Land Act, 2016 and the Land Laws (Amendments) Act, 2016, which shall consist of: Teresia Gathagu—(Chairman). Members: Pauline Muriithia Catherine Ochanda Priscilla Nyaga John Maina Sarah Maina Rose Karago Lucy W. Julius Mr. Nyangweso Joseph K. Kariuki Peter Musyimi Winnie Mwangi (Dr.) Joseph Kariuki Peter Muhiu Mwangi Gad Awuonda Joint Secretaries: Stephen Kibungei Tom Abuta Moses Mugendi I. The Terms of reference of the Taskforce shall be to— (a)study the new land laws and identify the sections that require regulations, rules or guidelines; (b)prepare draft regulations, rules and guidelines in accordance with the relevant provisions of the Constitution, the Land Act, 2012, the Land Registration Act, 2012, the Community Land Act, 2016 and the Land Laws (Amendments) Act, 2016; (c)perform any other task as may be assigned by the Cabinet Secretary; and (d)submit the draft regulations, rules or guidelines and a final report to the Cabinet Secretary within two (2) months of this appointment. 2. In the performance of its functions, the Taskforce- (a)shall regulate its own procedure; (b)shall prepare and submit to the Cabinet Secretary its work plan and budget; (c)shall hold such number of meetings in such places and at such times as it may consider necessary for the discharge of its functions; (d)may solicit, receive and consider the views of the members of the public and any interest groups; (e)may co-opt not more than three persons who possess relevant expertise, skills or experience where the Taskforce considers necessary; 0 shall submit to the Cabinet Secretary interim recommendations within one month of this appointment; and (g) shall submit the draft regulations, rules or guidelines and a final report to the Cabinet Secretary within two months of this appointment. 3. The Taskforce shall finalise its task within a peood of two months from the date this notice is published in the Gazette or for such longer period as the Cabinet Secretary may, by notice in the Gazette, prescribe. 4. The costs incurred by the Taskforce including facilitation and the payment of allowances in respect of the members and joint secretaries of the Task Force shall be defrayed from the voted funds of the Ministry of Lands and Physical Planning. 5.
