the following programmes. 2.1 Training on Promotion of values and principles of Public service The West Pokot County Public Service Board visited Pokot North Sub-County to train and educate County Public Officers on the values and Principles of public service from 20th to 23rd January, 2016. During induction of new staff, training on values and principles of principles of public service is done. This is a continuous exercise. 2.2 Recruitment and absorption of staff The CPSB recruited a total of 205 (two hundred and five) staff. Gender Total No. Percentage Male 115 56.1% Female 90 43.9% 2.3 Promotion of staff In promotion of values and principles of public service, promotions were effected to include the following forty two (42) members of staff as per department. • The department of Agriculture and Irrigation— 21 • The department Health and Sanitation — 5 • The department of Livestock and Fisheries— 4 • The department of Education and ICT— 3 • The department of Water and Natural Resources— 9 In the month of March and October 2016, 16 officers below job group M and 48 officers above Job group M were promoted from the department of Health. 2.4 Audit and Verification of Staff The board complied with the requirement of section 4 (e) of the County Government Act, No. 17 of 2012, with a view to assessing and inspecting the status of compliance with the values and principles of public service. An audit of ECDE teachers was conducted between 25th and 29th July, 2016 and those working as volunteers were vetted on 10th October, 2016. Vetting of casual workers in the department of Education and ICT was done on 10th August, 2016. Volunteer workers from the Department of Health were vetted between 4th and 5th August, 2016. Vetting of casual workers in the departments of Lands, Housing and Physical Planning was conducted on 16th November, 2016. 2.5 Re-designation of staff The West Pokot County Public Service Board re-designated fifty five (55) staff on 1st November, 2016. 2.6 Confirmation of staff The West Pokot County Public Service Board confirmed four hundred and fifty five (455) staff. 3.0 Decisions made by the board on the Violation of the Values and Principles of public service The board on its own initiative carried out investigations on the violation of the values and principles of public service for several officers as shown below: Designation Nature of the case Disciplinary Process Action Taken Head HRM Fraud, irregular payment of salaries Suspension Show cause Investigation Dismissal Clerical II Fraud, irregular payment of salaries Suspension Show cause Investigation Dismissal Clerical I Irregular payment of salaries Show cause Investigation Reduction in rank Recovery of funds Community Development Officer Irregular payment of salaries Show cause Investigation Reduction in rank Recovery of funds Senior driver Forgery of certificates Show cause Investigation Dismissal Senior driver irregular payment of salaries Show cause Investigation Reduction in rank Recovery of funds Nutritionist irregular payment of salaries Show cause Investigation Recovery of funds Receptionist irregular payment of salaries Show cause Investigation ongoing 4.0 Recommendations to be implemented in the promotion of values and principles • Provisions of adequate funds to enable the board carry out capacity building and civic education to staff and community on values and principles in the public service. • Ensure Periodic Monitoring and Evaluation of employees to ensure effective and efficient service delivery. • Enhanced accountability to the public by increasing public awareness and understanding of principles and values in public service delivery. • Enhance networking and sharing good practices on governance in the public service with other county or government units. • Ensure that all departments of county personnel have the right set of skills and competencies to execute their roles and functions.
