GAZETTE NOTICE NO. 1245
THE ENVIRONMENTAL MANAGEMENT AND CO-ORDINATION ACT
(No. 8 of 1999)
REGULATION
PURSUANT to regulation 21 of the Environmental Management
and Co-ordination (Impact Assessment and Audit) Regulations, 2003,
the National Environment Management Authority (NEMA) has
received an Environmental Impact Assessment Study Report for the
above proposed project.
The proponent, Athi Water Services Board is proposing to
construct sanitary facilities in Oloitokitok Sub-County of Kajiado
County. The proposed project intends to construct trunk sewer pipeline
of length 6,600m, lateral sewers pipeline of length 8,798m and
wastewater treatment plant for Oloitokitok town at Kiwanjani.
The following are the anticipated impacts and proposed mitigation
measures:

Vegetation loss due to
clearance
• Clearance of the site for construction
purposes shall be kept to a minimum.
• The extent of clearing within the work
stations should be clearly marked.
• Rehabilitate all disturbed areas through
re-vegetation.
• Instruct all construction workers to
restrict clearing to the marked areas and
not to work outside defined work areas.
• Avoid cutting indigenous trees and
vegetation within the project area.
• Integrity of forest resources should be
well guarded from the spill-over effects
of the project‘activities so as to maintain
their functionalities.
Risk of invasive species
• Raw materials such as sand and rocks
should be sourced in areas where there
are no alien/ invasive species.
• The equipment required for the
construction works should be clean and
free from alien plants and mud which
may contain seeds of alien species.
• The foreign workers should be refrained
form bring in unauthorized domestic
fauna.
Noise
• Workers within the vicinity of high level
noise to be provided with adequate PPE.
• No idling of vehicles and machinery if
not in use, they should be switched off.
• Control speed and noise of construction
machinery.
• Insulate noisy machines and activities
during construction to minimize noise
impact to neighbouring community.
Air quality
• Provide dust masks to workers.
• Sprinkle water on the soil during
excavation and land filling.
• Control speed of working machinery.
• Provide dust masks to workers.
Water quality
• Apply appropriate water quality
management procedures to prevent
contamination.
• Sensible use of agrochemicals to prevent
deposition into rivers.
• Adhere to Waste Water Regulations of
2006.
• Encourage compaction of loose
material/soils.
• All repairs and maintenance work
should be done at the contractor‘s yard.
• Develop and implement effluent
discharge control plan.
Soil erosion
• Observe erosion control measures on
areas prone to erosion especially steep
slopes.
• Topsoil should not be used during the
construction phase.
• There should be intensive re-vegetation
on bare grounds after construction.
Increased generation of
wastes
• Observe erosion control measures on
areas prone to erosion especially steep
slopes.

• All grey water run-off or discharges
should be contained and properly
channelled away from water sources.
Occupational safety and
health
The contractor should have a
comprehensive health and safety policy.
Ensure there is compliance to OSHA, 2007.
Establish a standard code of practice for the
project workers.
Install fully equipped first Aid Kits at
strategic points at the working.
Warning signs/bumps to be erected and/or
placed at risky points.
Provide adequate emergency procedures for
the facility staff; Arrange regular emergency
drills for staff.

The National Environment Management Authority invites
members of the public to submit oral or written comments within
thirty (30) days from the date of publication of this notice to the
Director-General, NEMA, to assist the Authority in the decision
making process of the plan.
