THE TECHNICAL COMMITTEE ON REVIEW AND DEVELOPMENT OF LEGISLATIVE AND POLICY REFORMS FOR THE NATIONAL POLICE AND THE NATIONAL YOUTH SERVICE APPOINTMENT IT IS notified for general information of the public that the Cabinet Secretary for Interior and National Administration has appointed the Technical Committee on review and development of legislative and policy reforms for the National Police Service and National Youth Service (hereafter referred to as “Technical Committee”). 1. The Technical Committee shall comprise of the following: Kepha Onyiso – Chairperson Musita Anyangu – Vice Chairperson Charles Otieno – Technical Advisor 30th August, 2024 THE KENYA GAZETTE 3401 Members: Marion Muriithi – Office of the Attorney General Seth Masese – Office of the Attorney General Seko Brenda – Office of the Attorney General Olivia Simiyu – Office of the Attorney General Buhere Jay Sikuku – Office of the Attorney General James Nombi – Kenya Law Reform Commission Susan Kamau – Kenya Law Reform Commission Maurice Okoth – Internal Security Rogers Marindi – Internal Security Dickson Magosti – Internal Security Joint Secretaries: Peter Karanjah – Internal Security Charles Ismail Otieno – National Police Service Judith Chebet Koech – National Police Service Commission Festus Kinoti – Independent Policing Oversight Authority William Kailo Munyoki – Government Chemist Nicolas Makokha – National Youth Service Humphrey Young – State Department for Correctional Services 2. The Terms of Reference of the Technical Committee are: (a) Analyse the policy and legislative reforms as proposed in the Report of the National Taskforce on Improvement of the Terms and Conditions of Service and other Reforms for Members of the National Police Service and National Youth Service; (b) Analyse the policy and legislative reforms as proposed in official reports, policies and legislations; (c) Review and provide legal advice on proposals for legal reform; (d) Draft (Bills) as follows to be forwarded to the Attorney- General for further action: (i) Statute Law (Miscellaneous Amendments) Bill containing amendments to (the National Police Service Act
