THE ENVIRONMENTAL MANAGEMENT AND CO-ORDINATION ACT
(No. 8 of 1999)
REGULATION
PURSUANT to regulation 21 of the Environmental Management
and Co-ordination (Impact Assessment and Audit) Regulations, 2003,
the National Environment Management Authority (NEMA) has
received an Environmental Impact Assessment Study Report for the
above proposed project.
The proponent, the proponent Kilindini Warehouses Limited
proposes to put up grain storage silos on Plot L.R. No.
MSA/Block/I/371, Shimanzi area, Mombasa County.
The following are the anticipated impacts and proposed mitigation
measure:

Source raw materials from sites that are
licensed by NEMA.
Have a procurement plan based on the Bill of
Quantities prepared by a Quantity surveyor.
Procure and strategically place adequate solid
waste collection bins with a capacity for
segregation within the construction site.
• Sensitize construction workers on proper waste
management.
• Procure a sizeable central solid waste collection
bin with chambers to accommodate separated
waste.

• Procure and provide adequate PPE to workers
and visitors to the site.
• Install dust control systems and dust holding
bins required to prevent the hazard of dust
explosions during the cleaning process.
• Develop and implement a dust management
program.
• Service machinery and equipment regularly to
ensure they are in good condition.
• Comply with the Air Quality Regulations, 2014
and Noise and Excessive Vibration Pollution
(Control) Regulations, 2009.

• Workers entering a grain silo should be
equipped with a body harness which is tethered
to a lifeline manned by at least two other
individuals outside of the bin.
• Lock out/tag out any and all power equipment
(such as augers) before entering the silo.

• Contract a NEMA licensed waste handler to
dispose off the solid waste.
• Comply with the Waste Management
Regulations, 2006.
Sensitize the workforce on the need to conserve
the available water resources.
• Procure and install a bio digester to manage the
effluent in place of the septic tank-soak pit
system.
• Monitor the quality of effluent discharged from
the proposed bio-digester.
• Apply for and obtain an effluent discharge
license from NEMA.
• Comply with the Water Quality Regulations,
2006.
The proponent should ensure compliance with
requirements of the relevant Kenya Standard(s)
or other standards approved by KEBS.
Register the site as a workplace with
Directorate of Occupational Safety and Health
Services.
• Obtain insurance cover for the workers.
• Develop and implement a safety and health
policy at the workplace.
• Develop and implement an emergency response
plan.
• Procure and provide adequate and appropriate
PPE to workers and visitors to the site.
• Display signage warning of potential hazards at
various sections of the silos.
• Provide well stocked first aid kits, first aid
services and training among the workers.
• Comply with the Occupational Safety and
Health Act, 2007.
• Install appropriate and adequate dust screens
around the project site.
• Sensitize workers to stay out of the silo during
the first 2-3 days after filling.
• Workers should be provided with self-
contained breathing apparatus and trained on
their use.
• Display appropriate signage warning people of
the potential for silo gases.
Aflatoxicosis • Suppress potential aflatoxin conditions, remove
all broken corn, dust and foreign material that
can provide a source of contamination.
• Check and repair storage silos to prevent
moisture leaks from faulty joints or other
problems.
• Inspect and probe the grain held in the silos
every 3 to 4 weeks to check for insect activity,
high temperatures and mold growth.
Fire outbreaks • Insure the silos with an insurance company to
and explosions safeguard against loses.
▪ Develop and implement a fire and emergency
response plan.
• Procure and increase the number of firefighting
equipment.
• Ensure firefighting equipment are serviced
quarterly.
• Install fire and emergency exits at appropriate
locations within the silos.
• Train staff on fire safety and have fire marshals
on standby.
Insect and pest • Develop and implement a pest and insect
infestation
management plan in collaboration with
commercial pest control professionals.
• Thoroughly clean empty bins, suhfloors,
aeration ducts and elevators.
• Adhere to acceptable grain moisture content
and temperature levels at storage.

identify areas of unnecessary use.
• Undertake energy audits every 3 years.
