THE ENERGY ACT
(No. 1 of 2019)
APPOINTMENT
IN EXERCISE of the powers conferred by section 26 (5) of the
Energy Act, 2019, hereinafter referred to as the Act, the Cabinet
Secretary for Energy declares a vacancy in the office of Chairperson of
the Energy and Petroleum Tribunal, hereinafter referred to as the
Tribunal, and invites applications from suitable qualified persons for
the said position.
The applications shall be addressed to the Chairperson of the
Energy and Petroleum Tribunal Selection Panel in accordance with
section 26 (7) of the Act within fourteen days of the publication of this
Notice.
A. QUALIFICATIONS FOR APPOINTMENT AS CHAIRPERSON
OF THE TRIBUNAL
A person shall be qualified to be appointed as the Chairperson of
the Tribunal if that person:
(a) is a Kenyan citizen;
(b) holds a degree in a relevant area from a university recognized
in Kenya;
(c) is a member in good standing of the relevant professional
association; and
(d) meets the requirements of leadership and integrity set out in
Chapter Six of the Constitution.
In addition to the qualifications specified in paragraph A, the
applicant shall also be qualified to be appointed as the chairperson of
the Tribunal if that person is qualified to be appointed as a Judge of the
High Court of Kenya and possesses at least five years' experience in
energy and petroleum matters.
B. TERMS OF SERVICE
The chairperson of the Tribunal shall hold office for a term of three
(3) years and shall be eligible for re-appointment for one further term.
C. HOW TO APPLY
(a) All applications shall be emailed to eptribunal@energy.go.ke.
(b) Manual applications SHALL NOT be accepted.
(c) Each application shall be accompanied by:
(i) a detailed curriculum vitae indicating the names and
contacts of three referees;
(ii) clear scanned copies of relevant academic and
professional certificates, testimonials and other relevant
supporting documents; and
(iii) a scanned copy of the national identity card or passport.
D. NOTE
Shortlisted applicants shall be required to obtain and present at the
interview valid clearances from the following bodies:
(a) Kenya Revenue Authority;
(b) Higher Education Loans Board;
(c) Ethics and Anti-Corruption Commission;
(d) Directorate of Criminal Investigations; and
(e) Credit Reference Bureau.
E. DEADLINE
All applications shall be emailed to the Chairperson of the Energy
and Petroleum Tribunal Selection Panel so as to be received on or
before 5.00 p.m. on the 19th June, 2020.
