IN EXERCISE of the powers conferred by sections 14 and 15 of the Urban Areas and Cities Act, 2011 and the Urban Areas and Cities Act (Amendment) Act, 2019 and all enabling provisions of the law and upon approval by the County Assembly of Garissa, I, Nathif J.
