THE ENVIRONMENTAL MANAGEMENT AND CO-ORDINATION ACT
(No. 8 of 1999)
ESTABLISHMENT
PURSUANT to section 59 of the Environmental Management and
Co-ordination Act, 1999, the National Environment Management
Authority (NEMA) has received an Environmental Impact Assessment
Study Report for the above proposed project.
The proponent, Alu Products Industries Limited proposes to
undertake construction of a manufacturing plant for aluminum
smelting, extrusion and powder coating. The proposed project will
involve construction of three (3) warehouses, 4No. units of a one
storey staff quarters, a weighbridge, an effluent treatment plant, power
house and generator, parking area, boundary wall, gate house other
associated amenities on Plot L.R. No. 12648/161, Athi River,
Machakos County.
The following are the anticipated impacts and proposed mitigation
measures:

Air pollution • Ensure the installation of dust screens to
intercept dust and monitor ambient air
quality regularly.
• Management of stack emissions and ambient
air quality.
• Baseline ambient air quality has been
undertaken to determine the quality of the
air before the establishment and the
operation of the facility.
Energy use • The proponent is advised to consider use of
renewable energy sources like solar panels
and biogas.
• Undertake energy audits by accredited
energy auditors.
• Sensitize the workers on proper energy use
and management.
Noise pollution • Ensure that all heavy-duty equipment is
insulated or placed in enclosures to
minimize noise levels.
• Use of ear protection devices like earplugs
and earmuffs in areas of high noise levels.

Impacts Proposed Mitigation Measures
• Conduct periodic noise surveys to ensure
that noise levels do not exceed 75dB(A).
Public health,
occupational
health and safety
• The facility will be registered as a
workplace by the Directorate of
Occupational Safety and Health Services.
• The facility will be required to conduct fire
safety audits and risk assessments.
• There will be firefighting equipment, first
aid kits, designated fire assembly points and
emergency evacuation plans including
fire/emergency exits.
• There will be provision of adequate and
appropriate PPEs to the workers and
adequate supply of wholesome drinking
water.
• A safety and health committee will be
established and trained.
• The employer will ensure statutory medical
examination of the workers exposed to
hazards.
• It is recommended the sanitary conveniences
at the facility conform to LD 280 on sanitary
convenience standard.
Road traffic
disruption
• No overloading of trucks and good driving
practices to be practiced.
• Suitable junction/access point to be
provided.
• Use of appropriate and legible signage.
• Employment of formal flagmen/women to
ensure the public safety.
• Follow the recommendations of the traffic
management plan.
Insecurity and
social impacts
• Construction work timings shall only in line
with the NEMA licensing conditions.
Increased water
usage
• An alternative water source shall be
provided.
Increased
generation of
waste
• The excavated materials and general
construction waste will be appropriately
stored, reused, recycled, reprocessed and
disposed off as appropriate through the
licensed waste handlers.
• The solid wastes generated should be
segregated in line with sustainable waste
management act 2022 and as read together
with the National Color-Coding System.
• The handling, storage, transportation and
treatment of hazardous waste shall be
undertaken in line with regulation 16 -23 of
the waste management regulation of 2006.

(c) County Director of Environment, Machakos County.
The National Environment Management Authority invites
members of the public to submit oral or written comments within
thirty (30) days from the date of publication of this notice to the
Director-General, NEMA, to assist the Authority in the decision
making process regarding this plan.
