IN EXERCISE of the powers conferred by section 44 (3) of the
Wildlife Conservation and Management Act, 2013, the Cabinet
Secretary for Tourism and Wildlife publishes the Plan set out in the
Schedule hereto—
SCHEDULE
Ecoscapes Conservancy Management Plan 2025-2035 (hereinafter
referred to as "the Plan") defines the goals, objectives, and actions that
Ecoscapes Conservancy (hereinafter referred to as "the Conservancy")
has designed to address wildlife conservation, tourism development,
agro-ecology, education and research, and the Conservancy’s security
and operations.
The Conservancy’s vision, zonation scheme, management
programmes and plan implementation strategy are presented in the
following sections.

1. Vision
The vision of Ecoscapes Conservancy is:
To support the conservation of wildlife in the greater Rift Valley
lakes ecosystem through habitat connectivity, contribute to the
sustainable conservation of Lake Naivasha while excelling as a model
organic agro-ecology farm.
2. Land Uses and Zones
The Conservancy encourages multiple land uses for optimal
utility. These land uses comprise: wildlife conservation, tourism,
agriculture, research and infrastructure development. The diverse land
uses informed the development of a zonation scheme comprising three
(3) zones: High Use Zone, Low Use Zone and Closed Zone.
3. Management Programmes
The Plan comprises four (4) management programmes that
address the key issues affecting the Conservancy. These programmes
are summarised in the following sections.
3.1 Conservation Programme
The purpose of the Conservation Programme is to ensure that
wildlife in the conservancy thrives and their habitat and ecological
processes are preserved. The programme aims to achieve this purpose
through implementation of management objectives that focus on:
sustaining and improving habitat and species management, enhancing
ecological and wildlife connectivity, and strengthening ecological
monitoring.
3.2 Eco - Tourism Programme
The goal of the Eco-Tourism Programme is to guide tourism
growth in the high-end and low-impact market niche and to ensure
tourism becomes a profitable activity guided by the ideals of
sustainability and responsible travel. This will be accomplished
through the implementation of management objectives that focus on:
developing and maintaining tourism support infrastructure,
developing and marketing tourism products and experiences, and
enhancing tourism administration and management.
3.3 Security and Operations Programme
The Security and Operations Programme endeavours to ensure
operational systems are effectively and efficiently supporting the
overall vision while safeguarding the security of people and wildlife.
The programme seeks to achieve this purpose through the
implementation of a series of objectives that prioritize strengthening
security for people and wildlife, deployment of an adequate and
motivated workforce, maintaining strategic infrastructure, and
strengthening partnerships and collaborations.
3.4 Agro-ecology, Education and Research Programme
The overall goal of this programme is to enable Ecoscapes
Conservancy to excel in community outreach and generate more
knowledge for the advancement of its operations and standards. The
programme focuses on developing an education module and materials,
identifying and engaging liaison institutions, developing and
marketing research and volunteer programmes, and establishing
community programmes at the association level.
4. Plan Implementation, Monitoring and Evaluation
Monitoring and evaluation of the Ecoscapes Conservancy
Management Plan will be prioritized to ensure effective
implementation and timely identification of key trends. The
Conservancy Manager will prepare annual reports on the status of
plan implementation. In addition, a mid-term review report will be
prepared after 5 years of plan implementation. Upon the expiry of the
10-year plan, a comprehensive evaluation report will be prepared to
assess the extent and success of implementation of the management
plan.
