GAZETTE NOTICE NO. 11230

WHEREAS Article 179 (1) and (2) of the Constitution of Kenya vests executive authority in the County Executive Committee and designates the Governor as the Chief Executive Officer of the County; WHEREAS section 30 (2) (f) of the County Governments Act, 2012 empowers the Governor to organize the County administration and departments to promote efficient governance; WHEREAS the County Government of Narok is committed to improving service delivery, enhancing operational efficiency, and aligning directorate functions with evolving county priorities, including environmental sustainability, youth empowerment, digital transformation, and pastoral livelihoods; NOW THEREFORE, I, H.E. Patrick ole Ntutu, Governor of Narok County, in exercise of the powers conferred by the Constitution and National legislations, issue this Executive Order No. 1 of 2025 on the Re-organization of County Directorates: 1. RE-ORGANIZATION OF DIRECTORATES The following changes shall take effect immediately: (i) The Directorate of Culture is moved from the Department of Education, Youth Affairs and Sports, Culture and Social Services to the Department of Trade, Cooperative Development, Tourism and Wildlife. (ii) The Directorate of Co-operatives Development is moved from the Department of Trade, Co-operative Development, Tourism and Wildlife to the Department of Agriculture, Livestock and Fisheries. (iii) The Directorate of Trade is moved from the Department of Trade, Co-operative Development, Tourism & Wildlife to the Department of Finance and Economic Planning. 2. MANDATE ALIGNMENT AND REPORTING The re-assigned Directorates shall report to their respective Chief Officers, who shall report to the County Executive Committee Members (CECMs). Each directorate is directed to revise its mandate in alignment with the County Integrated Development Plan (CIDP) and sector-specific priorities. 3. IMPLEMENTATION AND TRANSITION The County Secretary, in consultation with the County Public Service Board, shall oversee the implementation of this Executive Order. Staff redeployments and resource realignment shall follow applicable HR procedures and guidelines. 4. EFFECTIVE DATE This Order takes effect from 2nd July, 2025, and shall remain in force unless amended or revoked by a subsequent Executive Order. Dated the 22nd July, 2025. PATRICK K.
