GAZETTE NOTICE NO. 4069
APPOINTMENT
IT IS notified for general information of the public that the Cabinet
Secretary for Health has constituted a Committee to be known as the
National Health Insurance Fund (NHIF) Pending Medical Claims
Verification Committee (hereinafter referred to as “the Committee”).
1. The Committee shall comprise of the following–

2. The terms of reference of the Committee shall be to–
(a) scrutinize and analyze the existing NHIF pending medical
claims that have accumulated between the 1st July, 2022 and
the 30th September, 2024 and make recommendations to the
Ministry of Health on settlement of the same;
(b) establish a clearly defined criteria for detailed examination
and analysis of such pending medical claims with a view to
determining the genuineness of each or otherwise;
(c) make recommendations to the Ministry of Health on the
necessary actions to be taken for satisfactory disposal or
settlement of the identified pending medical claims;
(d) identify any cases where they may have been corrupt,
fraudulent and false medical claims and make appropriate
recommendations to the relevant Government agencies;
(e) propose reforms or measures that will ensure future
accumulation of pending medical claims is avoided; and
(f) perform any other function incidental to the foregoing.
3. In the execution of its mandate, the Committee shall–
(a) have access to any previous reports relevant to its mandate;
(b) regulate its own procedures with respect to the orderly
conduct of its proceedings, quorum for the transaction of
business and other related matters;
(c) carry out or cause to be carried out such studies or research
as is necessary in furtherance of its mandate; and
(d) in consultation with the Cabinet Secretary for Health, co-opt
any person as may be necessary to assist the Committee to
discharge its mandate.
4. The Chairperson and other members of the Committee shall
prior to embarking on their duties, subscribe to the Declaration set out
in the Schedule.
5. The Secretariat of the Committee shall be responsible for–
(a) accurately capturing the deliberation of the Committee;
(b) keeping the records of the Committee;
(c) preparing the Committee’s reports and disseminating any
information deemed relevant by the Committee;
(d) undertaking research and liaising with relevant Government
agencies or departments and any other institution for
purposes of collecting relevant information necessary in
furtherance of the Committee’s mandate; and

(e) any other responsibility as assigned by the Committee.
6. The Committee shall be domiciled at the Social Health
Authority building.
7. The members of the Committee shall serve for a period of three
(3) months with effect from the date of this Gazette notice.
