THE CONSTITUTION
PROCLAMATION
IT IS notified for the general information of the public, that His
Excellency the President has established a Panel of Experts pursuant to
Presidential Proclamation No. 1 of 2026.
The Panel shall discharge its mandate upon receipt by the President of the framework to be developed by the Kenya National Commission on Human Rights for the provision of compensation and reparations to victims of violations of human rights, including those arising from demonstrations and public protests.
I. The Panel of Experts shall be constituted as follows:
(a) Principal Co-ordinator/Chairperson: Makau Mutua (Prof.), (b) Members:
Kennedy N. Ogeto, John Olukuru (Dr.), Rev. (Fr). Kennedy Barasa Simiyu, Linda Musumba (Dr.), Duncan Ojwang’ (Dr.), Naini Lankas, Francis Muraya ( Dr.), Juliet Chepkemei, Pius Metto, Raphael Anampiu, John Maina, Churchill Suba.
(c) Technical Lead: Richard Barno, (d) Co-Technical Lead: Duncan A. Okelo Ndeda (Dr.), (e) Joint Secretaries:
Jerusah Mwaathime Michael, Raphael Ng’etich (Dr.).
Beatrice Wambui, Daki Guyo.
II. Terms of Reference of the Panel shall be to:
Operate as an internal administrative process for the implementation of the framework once developed by the Kenya
National Commission on Human Rights, and shall not exercise supervisory authority over the work of the Kenya National
Commission on Human Rights.
III. The Panel shall ensure transparency, fiscal accountability and proper record-keeping and shall submit periodic implementation reports to the President and relevant Government authorities.
IV. The term of the Panel shall be for a period of ninety (90) days or for such other period as may be specified in the Kenya Gazette.
