IN EXERCISE of the powers conferred by regulation 6 (1) (a) of the Mining (Award of Mineral Rights by Tender) Regulations, 2017, the Cabinet Secretary for Mining, Blue Economy and Maritime Affairs advertises the following tender:- REQUEST FOR EXPRESSION OF INTEREST FOR LARGE SCALE MINERAL RIGHTS FOR CHROMITE AT KANG’URA IN SAMBURU COUNTY, KENYA Project Background The Government of Kenya, through the Ministry of Mining, Blue Economy and Maritime Affairs, has identified several minerals as Strategic Minerals. Chromite is one of the minerals categorised as Strategic. To commercialise this resource, the government plans to award the mineral rights over the area through a public tender process as guided by the Mining Act (Cap 306), and the Mining (Award of Mineral Rights by Tender) Regulations, 2017. Upon issuance of the Mineral Right (Prospecting Licence), the project proponent will be expected to adhere to the provisions of the Mining Act and its attendant regulations. Project Overview Samburu County lies within two principal geological domains: the Neoproterozoic Mozambique Orogenic Belt and the Cenozoic volcanic sequences associated with the Rift Valley and adjacent plateau volcanism. The Mozambique Belt is characterized by polyphase tectonism, regional metamorphism, and complex structural deformation producing a variety of high-grade metamorphic rocks and intrusions. In contrast, the younger Cenozoic volcanic formations are linked to rifting, mantle upwelling, and magmatic activity associated with the development of the Rift Valley. The metamorphic rocks in Samburu can be classified into gneisses, amphibolites, augen gneisses, granites and pegmatites. Gneisses outcrops are typically small, weathered, and constrained to luggas and water channels. Hornblende is abundant, but commonly weathers to dark brown, forming equi- granular blades within the leucocratic quartz-feldspar matrix. Amphibolite derived from the mafic igneous material is closely associated with vermiculite as an alteration product. These rocks are frequently interlayered with biotite gneiss, metaquartzite, granite gneiss, hornblende gneiss, and calc-silicate gneiss. Sections of Baragoi within Samburu County represent a unique tectonic environment interpreted as an obduction zone, where fragments of the oceanic plate have been thrust onto the margins of continental crust. The rocks associated with this tectonic setting form the ophiolite sequence, represented by ultramafic suites, amphibolites, and hornblende-plagioclase gneisses. The ophiolites are associated with psammites and semi-pelites metamorphosed to upper amphibolite facies conditions within the Mozambique Belt sequence. The Ministry of Mining, Blue Economy and Maritime Affairs recently concluded a nationwide airborne geophysical survey and is in custody of latest radiometric and magnetic data over the project area. The data and resultant grids form primary geophysical information for the winning bidder in undertaking detailed exploration over the area. Project Location, Geological Setting and Estimates Location: The project is situated in Baragoi, Samburu County within the following coordinates 1° 39’ 52’’ N, 36° 45’ 00’’E to 1° 33’ 44’’ N, 36° 49’ 24’’ E and covering an area of approximately 213.3263 km². Geological Setting: Chromite mineralization occurs as discrete pods hosted within altered ultramafic rocks; medium-grained texture, acicular, and radiating crystals exhibiting a vitreous luster, consistent with serpentinized ultramafic assemblages. The emplacement of chromite pods appears to be structurally controlled, with mineralization localized along numerous planes of weakness interpreted as faults/shear zones. These structures are likely conduits for magmatic differentiation and remobilization, concentrating chromite within discrete zones, typically associated with dismembered ophiolitic ultramafic sequences. Resource Estimates: Samples taken from Kangura before the initial mining by SimKan Limited which stopped a while back indicated these assay results, MgO at 21%,7% and 8%, Fe2O3 at 16%,18% and 21% and Cr2O3 at 47%, 61% and 54% respectively for the three 1296 1296 specimens. The area also has a significant amount of nickel as was shown by export assay certificates. Accessibility: The area is accessible through Nairobi–Maralal– Baragoi Road. The area can also be accessed through Nairobi–Moyale Road branching off at Archer’s Post through Wamba–Barsalinga– Barsaloi–Baragoi Road. Qualifying Criteria Firms expressing interest will be required to possess the following key qualifications; (i) Vast experience in exploration and mining for specialty minerals such as chromite in global jurisdictions. (ii) Verifiable financial resources to undertake detailed exploration and mine development. (iii) Skilled, experienced and proven technical team of experts in exploration and mining. (iv) Experienced management team with a track record of successfully executed similar projects. (v) Robust corporate governance framework. (vi) Portfolio of past underground and surface rock engineering expertise. (vii) Demonstrable execution of similar projects in fragile ecosystems. (viii) Ability to design and commission start to end on-site processing and beneficiation plant: Ability to process the minerals locally and contribute significantly to global supply chains. (ix) Commitment to sustainability practices, including the adoption and use of green and renewable energy. (x) Environmental Responsibility: commitment to implementing measurable interventions to minimize environmental impact, such as land rehabilitation and water management. (xi) Community Engagement: Working closely with local communities to ensure social and economic benefits are shared. (xii) Have clear understanding of Kenya laws on free carry interest, FCI and State involvement on strategic minerals. (xiii) Membership to regional or global group organisations that encourage equitable and responsible mining. COST OF EXPRESSION OF INTEREST Bidders are expected to fully acquaint themselves with the conditions, requirements and specifications of this EOI before submitting responses. Each bidder assumes all risks for resource commitment and expenses, direct or indirect, of EOI preparation and participation throughout the EOI process. The Ministry will not be responsible directly or indirectly for any costs incurred by Companies in submitting their EOI.
