GAZETTE NOTICE NO. 5049

WHEREAS, The Independent Policing Oversight Authority is established under the Independent Policing Oversight Authority Act (Cap. 86); WHEREAS, The primary mandate of the Authority is to give effect to Article 244 of the Constitution and to hold the Police accountable to the public in the performance of their functions; WHEREAS, The governing body of the Authority is a Board comprising— (a) Chairperson, being a person qualified for appointment as a Judge of the High Court of Kenya; (b) seven (7) members appointed on account of their knowledge and at least ten (10) years’ experience in any of the following fields— (i) criminology; (ii) psychology; (iii) law; (iv) human rights and gender; (v) medicine; (vi) alternative dispute resolution; (vii) security matters; or (viii) community policing; and (c) the Chairperson of the Kenya National Human Rights and Equality Commission, who shall serve as an ex-officio member; WHEREAS, A vacancy has arisen in the Office of the Chairperson of the Authority following the appointment of the previous office holder as a Judge of the Court of Appeal; and WHEREAS, Pursuant to section 11 of the Act, the President is required, upon the occurrence of a vacancy, to issue a public notification of such vacancy. NOW THEREFORE, I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, in exercise of the powers conferred by section 11(1) of the Independent Policing Oversight Authority Act, do: I. DECLARE a vacancy in the position of Chairperson of the Board of the Independent Policing Oversight Authority; II. CONSTITUTE a Selection Panel for the recruitment of nominees for appointment as the Chairperson of the Board of the Authority; and III. APPOINT the following persons to the membership of the Panel: Under paragraph (a)— Rueben Chirchir (Dr.), Under paragraph (b)— Mwanamaka Amani Mabruki, Under paragraph (c)— Stephen Mbaga Jumbale, Under paragraph (d)— Monica W. Muiru (Dr.), Under paragraph (e)— Claris Ogangah, Under paragraph (f)— Michael Nzomo Mbithuka.
