GAZETTE NOTICE NO. 5226

PURSUANT to section 59 of the Environmental Management and Co-ordination Act, 1999, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project. The proponent, National Cement Company Limited, proposes to establish and operate limestone quarries and related mining activities using open cast method on Plot L.R. Nos. Kilifi/Mwapula Magogoni/673, 668, 684, 1071 in Mwapula Area, Kauma Sub-County, Kilifi County. The following are the anticipated impacts and proposed mitigation measures: Impacts Proposed mitigation measures Occupational health and safety  Register the site as a workplace with DOSHS.  Provide first aid services and emergency vehicle.  Train staff/workers on occupational health and safety.  Provide full PPEs and workmen’s compensation cover in addition to the right tools and operational instructions and manuals.  Design and disseminate appropriate emergency response plans.  Installation and maintenance of fire prevention.  control and management measures;  Ensure machinery and equipment servicing and maintenance as per schedules and legal requirements.  Ensure adherence OSHA, 2007. Air Pollution  Implement Air Quality Monitoring plan  All trucks and any other mode of hauling soil sand and other loose materials to and from site should be covered.  Sprinkling water on dry soils in excavated areas, pavements to suppress dust.  Use of clean fuels for machines and equipment.  Stockpiles of earth should be sprayed with water or covered during dry seasons.  Provision of PPEs e.g dust masks for the personnel in dust generation areas.  Sensitize construction workers on pollution control measures. Land degradation  Treat the quarry faces by initializing stabilization of the quarry pits walls through stepping of the faces to prevent erosion.  Restore the affected areas through rehabilitation of decommissioned quarry pits and planting of indigenous plant species. 1930 1930 Impacts Proposed mitigation measures Noise Pollution  Sensitize workforce.  Install portable barriers to shield compressors and other small stationary equipment where necessary.  Display signs to indicate construction activities.  Ensure proper maintenance of all equipment.  Provide workers in the vicinity of high- level noise to wear safety and protective gear e.g. earmuffs.  Compliance to the Noise and Excessive Vibration Pollution (Control) Regulations 2009. Effluent Generation  Procure and deliver to the site mobile toilets from a NEMA licensed waste contractor Ground and surface water pollution  Ensure blasting and drilling are not undertaken to water table level.  Pumping of water out of the mines in the event of flooding.  Secure the site with an impermeable boundary wall.  Maintain maximum existing vegetation coverage and plant more trees along the boundary wall to act as buffers. Solid waste generation  Procure waste collection bins with capacity for segregation.  Create awareness on waste management.  Procure the service of NEMA licensed solid waste handler.  Re-use quarry waste and overburden to refill (restore) the excavated areas that exist as a result of quarrying.  Comply with the Waste Management Regulations, 2006. Blasting Impacts  All loading and firing of explosives shall be directed and supervised by competent person(s).  Employ competent personnel to handle and store explosives  Enforce use of earmuffs to workers and visitors to the site  Increase the number of delay detonators.  Adhere to the provisions of the Explosives Act, 2016. Oil leaks and soil contamination  Provide adequate oil response kits for containment of oil spills.  Ensure workers are regularly trained and sensitized on oil spill cleaning and containment.  Refueling to be undertaken by competent personnel.
