PURSUANT to section 59 of the Environmental Management and Co-ordination Act, 1999, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project. The proponent, Streetcare Enterprises Limited, proposes to establish an intergrated waste handling facility including an asbestos disposal landfill, incineration facility, a composting facility, leachate handling, deep burial facility, a used oil recycling facility, associated facilities and amenities on Plot L.R. No 1681- Mazola Adjudication, Puma Location,Kinango sub-county in Kwale County. The following are the anticipated impacts and proposed mitigation measures: Potential Impacts Proposed Mitigation Measures Air Quality (Increase in air emissions causing health risks) • Implement dust control measures to ensure > 50% control efficiency across all construction areas • Exposed surfaces must be re- vegetated or stabilized as soon as is practically possible. • Excavation, handling, and transport of erodible materials must be avoided under high wind conditions. • Vehicle speed limit must not exceed 20 km/h along unpaved roads or 10 km/h when traversing unconsolidated and non-vegetated areas. • No open burning of any waste should be undertaken on site. Noise and Vibration • Ensure that all equipment is fitted and operated with silencers. • Do not allow the use of sound amplifiers on site, except in the case of emergency. • Enclose stationary equipment with SPL in excess of 85 dBA, where practicable. • Restrict construction activities generating noise outputs of 85 dBA or more to the hours of 08h00 to 17h00, Mondays to Fridays. Water Quality (Water Pollution) • Storage of potential contaminants in appropriate containers, with secondary containment and/or within bunded areas. • In case of a discharge incident that could result in the pollution of surface water resources, an emergency response procedure must be implemented.. • A spill response plan must be in place and responsible employees must be trained in the execution of responses and use of spill kits. • Construct temporary sediment basins in the low-lying areas of the site prior to stripping of any topsoil. Loss of vegetation and ecological processes • All temporary construction infrastructure and facilities are to be established within the demarcated boundaries. • Undertake rehabilitation of disturbed land progressively, as soon as the disturbing activities have been complete. • Utilize locally adapted, primarily indigenous, plant species to rehabilitate disturbed areas. Underground Water Pollution • Designed cells and burial sites with high mobility high toxicity constituents with additional 1m thick compacted clay under the basal liner. • Construct the containment barrier systems of the cells and leachate holding structures as per approved engineering design. • All hazardous waste must be assessed prior to acceptance to the facility. • Monitor and maintain the integrity of the containment barriers in all operational cells to ensure that each achieves the design permeabilities. Community Health and Safety (Nuisance impacts on local communities) • Establish adequate buffer zones between the facility and nearby receptors such as residential areas, schools, and public facilities to minimize impacts related to noise, odour, and air quality. • Apply dust suppression measures such as regular watering of access roads and exposed surfaces, and ensure waste transportation vehicles are covered to prevent littering and dust emissions. • Develop and implement a traffic management plan to regulate movement of waste trucks, designate specific routes, and minimize congestion and disturbance to local communities. • Establish a community liaison office and a clear grievance redress mechanism to allow local residents to raise concerns and receive timely feedback and resolution. Health and Safety Risks Exposure to pathogen • Ensure appropriate PPEs e.g. respirators (N- 100/P-100 or supplied-air for high-risk tasks), full-body suits, gloves, and boot cover especially for asbestos, sharps, and infectious materials. • Include decontamination zones and procedures. • Conduct comprehensive worker training on segregation, handling protocols, emergency response, and hazard recognition; regular medical surveillance (e.g., lung function tests for asbestos workers). • Only certified personnel shall be allowed to handle asbestos and any other hazardous waste. • Develop and implement a Site Safety Plan with clear SOPs, site control, monitoring, Potential Impacts Proposed Mitigation Measures and emergency procedures. • Provide Signage. • Ensure full compliance with the provisions of Occupational Safety and Health Act (OSHA), 2007.
