APPOINTMENT
PURSUANT to the provisions of the Constitution of Kenya, and section 35 of the Judicial Service Act, Cap. 8A, the Chief Justice of the
Republic of Kenya and the Chairperson of the National Council on the
Administration of Justice (NCAJ) appoints the following Members to the NCAJ Monitoring, Evaluation and Learning (MEL) Committee for a period of three (3) years.

Terms of Reference of the Committee:
1. The Committee shall—
(a) Advise the Council on measures to improve efficiency and effectiveness in the administration of justice;
(b) Strengthen the capacity and quality of the justice sector planning, monitoring, evaluation, learning and research;
(c) Contribute to the development of the NCAJ Strategic Plan, and advise the Council on its effective implementation;
(d) Support and contribute to the implementation of the
Monitoring, Evaluation and Learning Guiding Framework for
Kenya’s justice sector;
(e) Promote and facilitate the use of data and information sharing in the justice system;
(f) Provide guidance on indicator tools and systems for Effective
Monitoring, Evaluation and Learning in the justice system;
(g) Document and advise the Council on emerging issues, risks and opportunities based on Monitoring, Evaluation and
Learning findings; AND
(h) Undertake any other functions as assigned by the Council.
2. In the discharge of its mandate, the Committee may, on temporary basis, identify and invite relevant technical expert(s) on a specific issue or agenda.
3. The Committee shall report to and update the Council on its progress every quarter.
