IT IS notified for general information of the public that pursuant to section 8 of the Statutory Instruments Act, the Cabinet Secretary for Roads and Transport has prepared a Regulatory Impact Statement on the impacts and likely impacts of the proposed Engineering Technology (Registration, Licensing and Compliance) Rules, 2026, on engineering technology professionals, stakeholders, members of the public and other persons likely to be affected by the Rules. The proposed Rules have been developed pursuant to section 49 of the Engineering Technology Act (Cap. 530A). The purpose of the Rules is to operationalize the provisions of the Act regarding regulation, practice and standards of engineering technologists and technicians in Kenya. In particular, the Rules seek to prescribe forms and procedures for registration and licensing, and to set standards for compliance and professional ethics. Any person likely to be affected by the proposed Rules may submit a written memorandum within fourteen (14) days from the date of this publication. The written memoranda should be addressed to: Office of the Principal Secretary, Ministry of Roads and Transport, State Department for Roads, Works Building, Ngong Road, P.O. Box 30260–00100, Nairobi. The Regulatory Impact Statement and the proposed Rules may be accessed on the Ministry’s website: https://roads.go.ke/policy- documents or the Kenya Engineering Technology Registration Board website: https://ketrb.go.ke/draftregulations2026.
