PURSUANT to section 59 of the Environmental Management and Co-ordination Act, Cap. 387, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project. The proponent, Moon Valley For Investment Limited proposes to construct a 15 storey residential block (3No basements, ground floor plus 15 upper floors and roof top level) comprising a total of 232 residential units (98No studio units, 104No of one-bedroom units and 30No of two-bedroom units), lounge area, movie room, gym, swimming pool, parking space and other associated facilities and amenities on plot lr. No.Nairobi/block 15/717 along Gitanga Close off Gitanga Road, Kilimani area, Nairobi City County. The following are the anticipated impacts and proposed mitigation measures: Impacts Mitigation Measures Soil erosion and land degradation • Minimize clearing of vegetation and maintain buffer zones. • Stabilize exposed soil with grassing or stone pitching. • Construct well-designed stormwater channels and sediment traps. • Schedule excavation during dry weather. Air pollution • Water unpaved access roads and exposed soil during dry conditions. • Use low-sulfur diesel and maintain all machinery and vehicles. • Cover trucks transporting loose material. • Establish vehicle idling limits. Noise and vibration • Restrict high-noise activities to between 8.00 a.m. and 5.00 p.m. • Use soundproof equipment where possible. • Notify neighbors of construction schedules. Provide workers with noise protection equipment, such as earmuffs and plugs. Solid waste generation • Sort waste at the source (recyclables, organics, hazardous). • Use labelled bins and storage areas. • Contract licensed NEMA waste collectors. - Train workers and residents on proper waste management. Water pollution • Construct oil/water separators in parking and car wash areas. • Install impermeable lining in storage areas for paints/oils. - Treat all wastewater through on- site waste treatment plant. • Prevent direct discharge to storm drains. Increased traffic and road safety risks • Schedule material deliveries during off-peak hours. • Provide adequate on-site parking and loading zones. - Install directional signage and traffic marshals during peak construction periods. • Liaise with traffic police when needed. Occupational health and safety risks (OHS) • Prepare a comprehensive Health and Safety Plan. - Provide PPE (helmets, gloves, boots, high-visibility vests). 2952 2952 Impacts Mitigation Measures • Ensure first aid kits and fire extinguishers are accessible on-site. • Conduct regular safety training for all workers. Fire risk and emergency response • Install fire extinguishers, alarms, smoke detectors, and hydrants throughout the premises. • Designate emergency exits and escape routes. • Conduct fire drills quarterly. • Train staff on emergency procedures. Energy consumption and efficiency • Use energy-efficient lighting (LEDs) and appliances. • Install solar water heating systems. • Ensure buildings comply with Kenya’s Energy Regulations (2020). • Sensitize tenants on energy conservation practices. Water demand and supply • Drill and maintain borehole as supplementary source. • Harvest rainwater and store in tanks. • Use low-flow plumbing fixtures (dual-flush toilets, aerators). • Educate residents on water conservation. Wastewater generation and management • Construct an efficient on-site wastewater treatment system. • Regularly maintain the treatment plant to prevent overflow or malfunction. • Monitor effluent discharge for compliance with EMCA Water Quality Regulations. Public health risks • Ensure all waste is handled hygienically to prevent disease. • Provide clean water and sanitation facilities to workers. Carry out vector control around waste storage and treatment areas. • Comply with the Public Health Act (Cap 242). Loss of flora and fauna • Retain existing trees where feasible. • Replant with indigenous species post- construction. • Avoid disturbing wildlife during site preparation. - Create awareness among workers on biodiversity protection. Greenhouse gas emissions • Use fuel-efficient vehicles and well- maintained machines. • Incorporate renewable energy technologies (solar). • Offset carbon through tree planting and landscaping. - Promote walking and cycling through safe pathways.
