PURSUANT to section 59 of the Environmental Management and Co-ordination Act, Cap. 387, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project. The proponent, Central Park Suites Limited, proposes to construct a 22 storey (2No.basements, ground floor, mezzanine floor plus 22 upper floors) residential building with a total of 180 residential apartments (108No. two-bedroom units, 54No. three-bedroom units, 12No. three-bedroom duplex units, and 6No. four-bedroom duplex units), 170No. parking bays, children play area, swimming pool, fitness centre, private spa, residents lounge, lifts, co-working space/meeting rooms, and management offices with associated amenities and facilities on plot L.R. No. Nairobi/block 22/232 located along Laikipia Road in Kileleshwa Area, Nairobi City County. The following are the anticipated impacts and proposed mitigation measures: Impacts Mitigation Measures Soil erosion • Obtain an excavation permit from Nairobi City County before excavation begins. • Stabilize exposed surfaces through compaction, grading and levelling to reduce susceptibility to erosion. Air pollution • Screen the entire site using dust screens/nets to control and arrest construction-related dust. • Sprinkle water in the work areas twice every day to prevent fugitive dust violations. 26th June, 2026 THE KENYA GAZETTE Impacts Mitigation Measures • Undertake ambient air quality monitoring within the site. Noise and excessive vibrations • Construction activities will be undertaken on weekdays between 0800hrs to 1800hrs and on Saturdays between 0800hrs to 1300hrs. • Use standard equipment for the excavation works to minimize excessive vibrations. • Undertake ambient noise quality monitoring within the site. Water demand • Extend the connection of the main water supply to the proposed development upon acquisition of a connection permit from NCWSC. • Drill a borehole to supplement the existing NCWSC water supply. • Harvest rainwater for reuse to supplement the existing surface and subsurface water sources. • Install water-efficient fixtures and fittings that turn off automatically such as low flow rate taps. • Monitor the water consumption within the site every month. Energy demand • Install an on-site transformer to supply energy to the proposed development subject to the acquisition of a connection permit from KPLC. • Install solar panels as an alternative source of renewable energy for the proposed development. • Install a standby generator as a backup source of energy for the development. • Install energy-efficient fixtures and fittings within the development such as LED bulbs. • Monitor the energy consumption within the site every month. Liquid waste • Construct a mini–Sewer Treatment Plant (STP) for pre-treatment of liquid waste before final discharge into the existing sewer system. • Extend the connection of the proposed development to the existing conventional sewer system. • Design and construct an internal reticulation system which can consistently handle the loads even at peak volumes. Storm water management • Design and construct gently sloping drainage channels to convey runoff at non-erosive velocities and prevent scouring. • Install adequate sediment and erosion control measures such as silt trap to prevent sediment discharge into the watercourse. Solid waste • Design and implement a three-year Waste Management Plan (WMP). • Provide a centralised Waste Collection Centre (WCC) with colour-coded receptacles for solid waste management. • Segregate non-hazardous waste into organic and non-organic fractions before final disposal. • Engage a NEMA-licensed waste transporters to collect and dispose of the segregated waste at designated disposal sites. Traffic density • Ferry building materials and construction waste during the off-peak hours. Impacts Mitigation Measures • Engage traffic marshals to control traffic in and out of the site. • Install traffic control/warning signs to inform motorists and the public of the potential hazards. • Provide temporary car parking spaces for the construction vehicles within the property to prevent disruption along the Laikipia road. Health and safety risks • Register the construction site as a workplace with the DOSHS before the construction begins. • Obtain insurance coverage against accidents for all the workers before the construction begins • Provide adequate and appropriate PPE and ensure that all workers wear them at all times. • Develop an Emergency Response Plan (ERP) to manage the occurrence of anticipated hazards. • Comply with the Occupational Safety and Health Act (OSHA), 2007 and subsidiary regulations. Security risks • Engage licensed security personnel to safeguard the property and monitor the movement of people in and out of the site. • Keep records of all construction workers as per DOSHS requirements. Loss of vegetation • Transplant the conservation-sensitive species such as hibiscus fragilis within the riparian buffer zone. • Retain all existing trees and shrubs within the setbacks and open spaces. • Obtain a tree-cutting clearance certificate from the Nairobi County Director of Forestry before cutting down the trees. • Undertake a comprehensive landscaping exercise by planting indigenous trees within the designated open spaces.
