THE ENVIRONMENTAL MANAGEMENT AND CO-ORDINATION ACT
(No. 8 of 1999)
REGULATION
PURSUANT to regulation 21 of the Environmental (Impact
Assessment and Audit) Regulations, the National Environment
Management Authority (NEMA) has received an Environmental
Impact Assessment Study Report for the implementation of proposed
Cement Manufacture Company.
The proposed project involves the mixing of the imported clinker with the correct amounts of gypsum, clay and pozzolona to produce cement.
The project is to be located on L.R. No. 12648/15 and 12648/17, Machakos District, Athi River Division, Athi River.
The project anticipates the following impacts and mitigation measures:

Mitigation Measures
1. Noise Pollution
— Working with noise abatement equipment.
—Regular service of equipment.
—Switch off vehicles engines when not in use.
2. Disposal of excavated soil and — All excavated areas to be properly soil and land degradation back-filled and compacted and revegetated.
—Construction of conservation measures at the stock-piled sites.
—Apply ecological reshaping by filling holes, soil leveling and planting trees and grass around the construction blocks.
3. Increase in ground water — Establish contingency measure pollution measures to deal with spillages of oil and hazardous materials.
—Any disused burrow pits to be filled or drained.
4. Sanitation — Use clean water treated from
Mavoko Council and empty wastes into the Council's main pipes.
—Where sewer not available, septic tanks and exhauster services should be used.
5. Health and Safety concerns — First aid box to be on site.
—Provide and apply Material Safety
Data Sheets (MSDA).
Provide personal protective equipments such as head gear, goggles, gas masks etc.
6.Damage to public roads and Install appropriate sizes of culverts pavements and embankments to provide adequate drainage.
7.Air Quality
— Use of covered/secure sheds for raw materials/product storage.
—Install vibrating feeders uncle storage yard to reduce dust emissions

Director-General, National Environment Management Authority, to assist the Authority in the approval process of the project.
