THE ENVIRONMENTAL MANAGEMENT AND CO-ORDINATION

(No. 8 of 1999)

PURSUANT to regulation 21 of the Environmental (Impact Assessment and Audit) Regulations, the Nationale Environment Management Authority (NEMA) has received an environmental impact assessment study report for the implementation of proposed capacity enhancement project for line 4 (pump station 21—Nairobi to pump station 27—Eldoret). The proposed project consists of the enhancement project for line 4 (pump station 21—Nairobi to pump station 27—Eldoret). The project will entail the construction of a new independent 325 km. long petroleum products pipeline (line 4) between PS21 (Nairobi) and PS27 (Eldoret) within the existing ROW and parallel to their existing line 2 and construction Of new pump stations at Ngema, Nakuru and Burnt Forest connected to the 325 km. long pipeline and adjacent to the existing line 2 pump stations. The project anticipates the following impacts and mitigation measures. Possible Impacts . Mitigation measures 1.Oil leaks from and _fugitive • Develop, rollout and implement a hydrocarbon spills storm water management plan, spill management plan and emergency response and contingency plan. 2.Air pollution • Dust control program including watering extremely dusty areas in order to suppress dust. •Ensure properly maintained and serviced equipment used. 3. Accidents and fire risks. • Raise awareness and training in response for communities • living in the vicinity of the pipeline. •Have contingency measures in place. •Expand and improve the existing fire fighting system. 4. Demand on local • Develop, rollout and implement a emergency response security plan with the local area services police, fire and emergency health plans with local emergency responses. Communication of construction schedule with local business. Develop, rollout and implement a traffic management plan to include truck routing to avoid sensitive areas.. •Engineering design of facility to minimize operational noise. The National Environment Management Authority invites members of the public to submit oral or written comments within thirty (30) days from the date of publication of this notice to the Director-General, National Environment Management Authority, to assist the authority in the approval process of the project.
