THE ENVIRONMENTAL MANAGEMENT AND CO-ORDINATION ACT
(No. 8 of 1999)
REGULATION
PURSUANT to regulation 21 of Environment (Impact Assessment and Audit) Regulations, the National Environment Management
Authority (NEMA) has received an environmental impact assessment study report for the implementation of proposed Central Radioactive
Waste Processing Facility.
The proposed project involves construction a Central Radioactive
Waste Processing Facility that includes; development of an environmental monitoring, laboratory and a specialized laboratory to condition and immobilize radio-active waste.
The facility will be located west of residential Karen area in
Oloolua Forest at the Institute of Primate Research about 20 kilometres away from Nairobi City centre.
The Project anticipites the following impacts and mitigation measures.

1. Air pollution
• Use of fumes and dust abatement measures, dust, screens, regular equipment servicing.
•Sentitize staff and provide PPE for use to reduce risks for inhalation of dust and fumes.
•Provide effective means of reducing fumes by installing vent pipes in area such as where Genest is used.
•Regular monitoring or air quality.
2. Noise pollution
• Noise levels do not exceed 85 decibels.
•Controlled use of machinery.
•Use of PPE by personnel operating noisy equipment.
•Noisy equipment will be placed and oriented away from sensitive receivers.
•Standby generators should be fitted with silencers, mufflers and acoustic shields.
•Periodic monitoring of noise.
•Sampling and testing of soil biannually.
•Construct oil interceptor with skimmer/trap oil grease
•Always undertake accidental spill containment and remedial measures.
•Use of surface spill absorbent materials.
•Sampling and testing of soil/ground water biannually.
•Proper transportation and handling of radiaoactive waste in compliance with international waster policy.
•Appoint licensed waste handlers/transporters who are licensed by NEMA.
•Track/monitor waste disposal to comply with Waste 'Management Regulations of
2006.
•Proper handling, segregation, reuse and adequate disposal of solid waste.
•Construction of septic tank for the management of sewage and waste water.
•Construction of separate waste water and storm water drains.
•Regular machines and equipment maintenance to ensure effectiveness and efficiency.
•CarryoUt regular audits and energy consumption analysis.
•Install adequate fire fighting equipment and hydrants points.
•Regular maintenance of fire electrical and first aid equipment.
•Display fire evacuation procedures and emergency.
•Put in place an effective safety, programme.
•Tiairiing of workers on occupation hazards and ways of protecting themselves from hazardous ambient factors.
•Regular review and monitoring of working environment and OHS indicators.
•Ensure that the facility does not exceed the, effective dose limit for occupational ionizing radiation exposure as appropriate for each cadre of personnel. , The full report of the proposed project is available for inspection during working hours at:

NEMA invites members of the public to submit oral or written comments within thirty (30) days from the date of publication of this notice to the Director General, NEMA, to assist the Authority in the approval process of the project
