THE ENVIRONMENTAL MANAGEMENT AND CO-ORDINATION ACT

(No. 8 of 1999)

PURSUANT to regulation 21 of the Environmental (Impact Assessment and Audit) Regulations, the National Environment Management Authority (NEMA) has received an environmental impact assessment study report for the implementation of proposed AVIA Energy Limited. The proposed project entails construction and utilization of bulk LPG gas storage plant. The project is located on plot No. 209/12925, Mombasa Road, Nairobi. The project anticipates the following impacts and mitigation measures. Possible impacts Mitigation measures 1.Dust • Water sprinkling of the ground. 2.Noise • Restrict construction activities to day time hours. 3.Destruction of the physical' • Landscaping. environment. 4.Health and safety hazards • Document emergency response procedures. •Use of personal protective gear. 5.Contamination of water • Provision of sanitary facilities. resources by sewage 6.Emission of particulate • Ensure there are no leaks in the pipe matter in the air network.. •Provide personal protective equipment to the staff. 7. Noise • Implement a regular maintenance programme on equipment. •Provision of personal protective gear, ear protectors to employees. •Ensure that the noise levels are not beyond 90 decibels. 8. Contamination of soil and • Develop, rollout and implement a ground water soil and ground water protection protocol to ensure minimal impact to the sub .surface and groundwater. This should include: —Soil analysis and groundwater monitoring. —Corrective action planning. •Provide an oil interceptor, drainage system. Possible impacts Mitigation measures •Monitor the presence of BTEX and TPH elements in the soil. 9. Hazardous waste • Develop, rollout and implement a management hazardous waste management progrtname which should include: —Waste characterization. —Waste handling criteria. —Performance evaluation. —Documentation and reporting. —Compliance. —Waste management training. Authority invites members of the public to submit oral or written comments within thirty (30) days from the date of publication of this notice to the Director-General, National Environment Management Authority, to assist the authority in the approval process of the project.
