ENVIRONMENTAL IMPACT ASSESSMENT STUDY REPORT
FOR THE PROPOSED CHANGE OF USER FROM OFFICE, LABORATORY AND APPURTENANT USES ON PLOT NO.
277/XXVI/MOMBASA ISLAND, DAVID KAYANDA ROAD, COAST PROVINCE
INVITATION OF PUBLIC COMMENTS
PURSUANT to regulation 21 of the Environmental (Impact
Assessment and Audit) Regulations, thei National Environment
Management Authority (NEMA) has received an environmental impact assessment study report for the proposed change of user from office, laboratory and appurtenants uses.
The project is located on plot No. 277/XXVI/Mombasa Island, David Kanyada Road, Coast Province.
The project anticipates the following impacts and mitigation measures.

I. Air emissions
• Ensure personnel wear protective equipment and clothing.
•Measures shall be put in place to ensure that fumes from the laboratory operations are effectively managed through the use of fume chambers and operating behind closed doors and windows.

2. Health and safety risks •Ensure that provisions for reporting accidents and dangerous occurrences during construction in the prescribed forms are obtainable from the local
Occupational and Safety office
(OHSO).
•Prepare a contingency plan for accident response and enforce adherence to work place rules and regulations for safety.
•Ensure that the machinery, equipment and appliances used during the construction process comply with prescribed health standards and shall be properly installed: maintained and safeguarded.
•A record should be kept of all the chemicals and hazards materials
(and clearly labeled), per the material data sheets provided by the manufacturer.
•Acquire an insurance cover for the premises.
•Employees shall be provided with appropriate clothing and equipment.
•A health and safety audit shall be conducted upon commissioning of the project and health and safety policy developed and published.
•All samples should be appropriately labeled.
•Samples held for purposes of mandatory retention shall be kept in a well aerated room.

•Appropriate safety instructions shall be published and prominently displayed at the sample retention room (e.g. "NO SMOKING
SIGNS")
•At the expiry of the retention period, samples shall be held 200 litre drums awaiting disposal and should be stored in a well shaded area.
•A record shall be kept " of the chemicals that have been disposed off including the company disposing off the chemicals, how and where they were disposed.
4. Laboratory hazardous and • Wastes from the laboratory drains solid waste shall be directed to a special constructed pit.
•The waste piping system shall be such that there are oil interceptors at predetermined intervals. _
•The construction of the pit shall utilize waterproof cement to mitigate the risks of chemical seepage and heavy metal leaching.
•Disposal of the pit laboratory waste shall be undertaken by a registered liquid waste handler in consultation with the Mombasa Municipal
Council '(Chief Health Officer) and the Mombasa Water and Sewerage
Company.
•Contract a registered company to collect solid waste and ensure occasional follow-ups to ensure waste is disposed off at designated dumping grounds.
•Priority for waste management should be target reduction.
5. Fire outbreak • Develop and implement measures 'to prevent fire outbreaks.
•Install fire Management equipment including fire extinguishers and horse reel water dispensers at predetermined areas.
6. Health risk posed by • Ensure that only adequate samples disposal of food stuff necessary for the testing are picked samples for the laborary to minimize waste.
•Liaise with Municipal Health department to dispose off sample foodstuffs and edible oils.
•Follow-up to make sure samples are effectively disposed.
