TASK FORCE ON THE KENYA MEDICAL SUPPLIES
AGENCY
APPOINTMENT _
IT IS notified for general information of the public that the
Minister for Medical Services has appointed a National Task Force on the Kenya Medical Supplies Agency:
I. The Task Force shall consist of-
Richard Muga (Dr.)—(Chairman), Erastus B. I. N. Rweiia, Maureen Nafula (Ms.), Julius Kemboy, Adan Khalif, The Permanent Secretary, Ministry of Medical Services, The Permanent Secretary, Ministry of Finance, The Permanent Secretary, Ministry of Public Health and
Sanitation, The Director of Medical Services.
Secretariat:
Joseph Mbuva (Dr.)—Ministry of Medical Services.
Thomas Maim—Ministry of Medical Services.
Terms of Reference:
2. (1) The terms of reference for the task force are:
(a)Analyse the performance of the Kenya Medical Supplies
Agency with regard to the objects stipulated in the Kenya
Medical Supplies Agency Order, 2000 in light of the current situation in and the needs of the Kenya as has been defined or identified in Vision 2030, the millennium development goals as well as various reports of the Ministry of Health, World Health
Organization and other related agencies and/or organizations.
(b)Look into the complaints that have been raised regarding the performance of the Agency, including issues of lack of transparency, inefficiency and unnecessary bottlenecks in the delivery of services and advise the Ministry on viable solutions.
(c)Review and recommend ways of synchronizing the procurement of drugs and medical equipment in the Ministry of
Medical Services and the Kenya Medical Supplies Agency.
(d)Review all the policy documents in the area of procurement, supply and'distribution of drugs and other medical supplies.
(e)Review the governance and institutional capacity of the Kenya
Medical Supplies Agency..
(/) Make legislative and/or policy recommendations as it may
'deem appropriate.
(g) Make a report of its findings to the Minister for Medical
Services.
(2) In the performance of its functions, the task force—
(a)shall hold such number of meetings as the task force shall consider appropriate for the proper discharge of its functions;
(b)may use official reports/or documents relevant to its mandate;
(c)may carry out or cause to be carried out such studies, researches and evaluations as may inform the task force on its mandate;
(d)shall have all the powers necessary or expedient for the power execution of its mandate, including the power to regulate its own procedure.
(3) The Task Force shall execute its mandate with diligence and speed and shall submit its report to the Minis jer_lfin.vi 'n ninety
