GAZETTE NOTICE NO. 1245

PURSUANT to regulation 21 of Environmental (Impact Assessment and Audit) Regulations, the National Environment Management Authority, (NEMA) has received an environmental impact assessment study report for the implementation of the proposed standard petrol station. The project will comprise a service station, restaurant, mini-mart, station office, lubricants/spare parts shop, store and a service pit. In addition, such facilities will go along with waste water system- septic, soak pit, and storm water drain. There shall be three pumps, two for diesel and one for petrol. The proposed Petrol Station will be located in Industrial area along Nanyuki Road-Tanga road junctions in Nairobi on plot No. 209/12298. The following are the anticipated impacts and proposed mitigation measures. Possible Impacts Mitigation Measures Soil Site excavation works to be planned such that a section is completed and rehabilitated while another section begins. Apply soil erosion control measures such as leveling of the project site to reduce run-off velocity and increase infiltration of storm water into the soil. Noise The noisy construction works will entirely be planned to be during day time when most of the neighbours will be at work. Excavation soil Excavation material will be loaded into trucks and be transported to designated disposal sites. Design and implement an appropriate landscaping programme to help in rehabilitating of part of the project area after construction. Reuse of the top soil in landscaping. Construction waste management Ensure that construction materials left over at the end of construction will be used in other projects rather than being disposed of. Provide facilities for proper handling and storage of construction materials to reduce the amount of waste caused by damage or exposure to the elements Minimize waste through accurate estimation of the sizes and quantities of materials required, order materials in the sizes and quantities they will be needed, rather than cutting them to size, or having large quantities of residual materials. Air /dust pollution Ensure strict enforcement of on-site speed limit regulations. Avoid excavation works in extremely dry weathers. Sprinkle water on graded access routes each day to reduce dust generation by construction vehicles. Erect dust screen round the site. Storm- water Open drains connection will be provided on site. Constructions of water storage tanks/ buy some to collect storm water. Security Ensure the general safety and security at all times by providing day and night security guards and adequate lighting within and around the premises. Water quality Use liners where there is mixing of cement and other substances to reduce the amount of construction material in the runoff exiting the site. Ensure minimum excavation is done at the site to reduce soil disturbance that would increase soil erosion causing siltation of water courses. Traffic management Delivery vehicles to be given strict instructions on safe driving in the project area. All delivery vehicles should follow a predetermined route. Spillage leakage from tanks fuel adulteration Use properly maintained hoses and fittings. Make the cement screeds in all the chambers using water proof material. THE KENYA GAZETTE 11th February, 2011 Possible Impacts Mitigation Measures Construct a monitoring well next to the tanks to monitor leaks. Inspect products before off-loading. Use water finding paste on dipstick and or a hydrometer to confirm density/specific gravity. Explosion due to failure compressed air vessel fire Powder fire extinguisher to be provided. Frequent inspections of safety valves by suppliers/ qualified personnel. Grease and oil spills Use special tools to do skimming. Ensure availability of spill control kit at the vicinity of interceptor during skimming. Overflows of sewage to the surface due to blockage. Fix flush toilets and connect to the council sewage system. Use disinfectant to clean and prevent foul smell. Dirty washrooms Provide tissue paper to staff. Oil spills fire Floor should be waterproof to make it impervious to oil spills. Staff to be equipped with protective overall. To provide 1No. 9 Kg dry powder fire extinguisher at entrance to show room. Oil spills used oil, air and fuel filters papers and plastic hurricanes. Waste oil toxic emissions fire Construct concrete slab incorporating an oil interceptor. Send waste oil to recycling companies. Send solid waste to county council approved landfill site. Sell plastic containers to recycling companies or customers who use them to store kerosene, water or milk. Provide staff with personal equipment including overalls, respirators, gloves and safety boots. Provide one 9kg dry powder fire extinguishers at the service area. Drain engine oil directly into a waste oil container. Maintain good natural ventilation. Oil and fuel spills fire accidents Install an integrated and standardized drain and oil interceptor to cater for any potential oil and fuel spills from the forecourt. Overalls to be given to employees. One 9 kg dry powder fire extinguisher to be provided at the forecourt for every 2 pumps. Provide sand buckets at the pump islands for fire prevention. Provide a first aid box and train the first aid attendants. Mount ―NO SMOKING‖ and ―NO MOBILE PHONE‖ signs design and display an emergency response plan on a frame that is accessible to staff at all times. Train staff on fire fighting. Inspect fire extinguishers once every 6 months. Fix signs to guide traffic into and out of the forecourt.
