GAZETTE NOTICE NO. 2044

PURSUANT to regulation 21 of Environmental (Impact Assessment and Audit) Regulations, the National Environment Management Authority, (NEMA) has received an environmental impact assessment study report for the implementation of the proposed Migaa mixed development project. The proposed project shall comprise of development of a mixed project which will include among others apartments, villas, shopping malls, boulevard and street scapes, country club, office parks, spa, pools and water park, golf course, schools and other amenities in the 774 acres plot. The land use will be as follow, residential 343.33 acres, communal facilities 22.87 acres, hotel 15.32 acres, commercial 19.69 acres, education 9.19 acres, pen space including golf course 339.2 acres and roads 24.58 acres. The proposed site is located 16.5 km. from the Muthaiga roundabout at Kamiti Location of Kiambaa Division in Kiambu District, Central Province. The project will be on 6 parcels of land namely L.R. Nos. 4890/5, 4890/4, 5866 (orig. No. 98/3/1), 4925 (orig. No. 98/4/2), 4889, and 4890/3 amounting to 774 acres. The following are the anticipated impacts and proposed mitigation measures. Possible Impacts Mitigation Measures Occupational health and safety Ensure that building plans are approved by Kiambu County Council. Workers will be provided with adequate PPEs during the construction phase, these will include working boots, overalls, helmets, goggles, earmuffs and goggles. Workers will also be provided with harnesses and proper secure equipments for scaling heights. The construction workers will also be sensitized on social issues such as drug abuses, use of alcohol and occupational diseases. Workers will be provided with a well stocked First Aid Box which will be replenished at all times and managed by trained first aiders. The proponent will ensure that the contractor through the Project Manager obtain a workmen’s act, as well as ordinance and regulations. Adequate sanitary facilities will be provided with proper segregation for both genders where applicable. Contractor will ensure that people provide food to the workers have been sensitized on safe handling of food to avoid outbreaks of food poisoning. Soil erosion and compaction The proponent will ensure that watering is done during excavation and adequate screens will be provided. Landscaping will be done on the land during the decommissioning phase to ensure that the same is returned to its original state. The contractor will provide adequate soil conservation structures to ensure that areas prone to soil erosion are protected from runoff. Air and dust pollution While construction of building is going on, water shall be sprayed on excavated areas. There shall be proper maintenance of equipment and vehicles. Noise pollution and excessive vibration The exercise will only be carried during working hours. Workers will be provided with ear plugs. The proponent will also establish the noise levels for the various equipments to be used. Proponent will also provide barriers for noise. Increase in solid waste Proponent will use an integrated solid waste management system by source reduction, recycling, composting, reuse or sanitary land filing. Possible Impacts Mitigation Measures The proponent will ensure that debris is collected by a NEMA approved waste THE KENYA GAZETTE 4th March, 2011 handlers. There will be a central collection point for waste generated preferably with segregation of the same. The proponent will provide or construct proper waste receptacles to avoid littering. Effluent disposal The proponent will ensure that there are routine checks for the septic system lines to ensure that there are no leakages. The proponent will ensure that the materials used for construction are of the right standards as per the building code. The proponent will ensure that proper effluent disposal is done as the required legislations. Security The proponent will ensure that guards are available and proper intrusion surveillance equipment are installed and are working at all times. The proponent will ensure that there is adequate lighting in all areas and risk assessment is done regularly to identify any new threats. Traffic movements for construction vehicles The proponent will ensure that neighbours are informed through signages about irregular movements and ensure that vehicles maintain appropriate speed limits.
